5 Minutes CASE #4: <br /> <br />REQUEST FOR PRELIHINARY PLAT APPROVAL OF AUTIIMN MEADOWS; <br /> CASE OF HR. KEN JOHNSON <br /> By~ Anne Norr£s, Community Development Director <br /> <br />Background: <br /> <br />Mr. Ken Johnson is requesting preliminary plat approval for 20 acres located <br />north of the Autumn Heights subdivision off of Nutria Street NW. The proposed <br />plat consists of eight single family residential lots with an average lot size <br />of 2-1/2 acres. The parcel is located in the R-1R Residential District. <br /> <br />Mr. Johnson is proposing to extend Nutria Street NW from the existing temporary <br />cul-de-sac in Autumn Heights up to the road easement running along the north <br />boundary of the plat to provide access to the plat. In addition, Mr. Johnson <br />is proposing a 33 foot easement along the northern boundary of the plat to <br />connect with the existing 33 foot road easement to County Road #83. <br /> <br />Enclosed for your information are the following items: <br /> <br />a) Site location map <br />b) Proposed preliminary plat <br />c) Proposed drainage plan <br />d) City Engineer's letter dated August 28, 1986 <br />e) Petition from residents opposed to Mr. Johnson's request <br /> <br />Observations: <br /> <br />As you recall, Council tabled action on Mr. Johnson's request on September 30, <br />1986 until Mr. Johnson could provide a 66 foot easement for a second access to <br />the plat to be used for emergency services if necessary. Mr. Johnson has <br />discussed this possibility with his neighbors and has requested that his <br />request be placed on the agenda again. <br /> <br />Several of Mr. Johnson's neighbors have expressed concerns with the increased <br />traffic that the proposed plat would create in the existing neighborhood. <br />Also, the Park and Recreation Commission reviewed Mr. Johnson's proposed plat <br />and recommended that the City require park fees to satisfy park dedication <br />requirements. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny the request for preliminary plat approval of Autumn Meadows. <br /> <br />Review Checklist: <br /> <br />Administrator <br />Attorney X <br />Engineer X <br />Community Development Director X <br />Planning and Zoning Commission X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Park and Recreation Commission <br /> <br /> <br />
