projects is a waste of time and administrative effort. <br /> <br />The Commission discussed the requested option for the developer to pick up any <br />cost overrun exceeding project estimates by more than 10%. <br /> <br />Commissioner Greenberg stated that he does not feel that it is necessary to <br />put the developer through all these time frames when the project is 100% <br />assessed and the developer should have the option to pick up any costs more <br />than 10% over the estimate rather than start the process all over again. <br /> <br />Commissioner Bauerkemper stated that she is reluctant to change the charter <br />because she has heard citizens comment that they don't want changed what they <br />voted in. Cc~nissioner Bauerkemper also stated that allowing the developer to <br />pick up any costs more than 10% above the estimate could be harmful to the <br />city; the city still backs that project and the cost overrun could be great <br />enough that it would render the project unfeasible and the developer would <br />have the option to proceed. Commissioner Bauerkemper also noted that the <br />charter is ne~ and attempts should be made to work with it for a longer period <br />of time before amending it. <br /> <br />Commissioner Lichter stated that he is in favor of amending the charter to <br />reduce restraints on 100% assessed projects. With regards to the developer <br />picking upany costs exceeding estimates by more than l0%, it is up to Council <br />to protect the interest of the citizens. <br /> <br />Commissioner Buchanan stated that past experience has shown that citizens only <br />attend city meetings when they have scmething to complain about; no citizens <br />are present tonight, therefore there must not be anything seriously wrong with <br />the charter. If the people are really dissatisfied with the charter, they <br />should be the ones to initiate the changes. The whole intent of the charter <br />was to prevent a select few from making decisions for the whole city. <br /> <br />Commissioner Bauerkemper stated that Mr. Darryl Fults attended the March <br />meeting of the Charter Commission and all of his complaints were ordinance <br />related, not charter related. <br /> <br />Commissioner Lichter stated that Mr. Art Raudio raised scme legitimate points <br />at a Charter meeting and all the issues this Charter Commission is trying to <br />prevent from happening like hazardous waste plants and utilities the city <br />cannot afford can be addressed by zoning and city financial advisors. <br />Commissioner Lichter stated that the Charter Commission is supposed to <br />administer the charter and to recommend or vote down amendments to the <br />charter. Commissioner Lichter stated that he knows from personal experience <br />that developers will put in municipal services without the aid of the city, in <br />order to avoid these restrictions, and the city will end up with a poor <br />municipal syst~. <br /> <br />Chairman Sieber stated that the proposed change could open up a lot of <br />infringements to the city's welfare - it will definitely reduce communication <br />to the citizens of what is happening in the city. Chairman Sieber added that <br />he would not have a probl~with the recommended change if it followed the <br />popular vote route.
