few sections of the Charter. Some of the controversy is understandable, and <br />some he admits to being surprised about. Chairman Sieber stated that the <br />Charter Commission has been asked by City Council, by some councilmembers <br />individually, and by a non resident, to review certain sections of the <br />Charter. Chairman Sieber stated that this Commission's main task, as he sees <br />it, is to discuss these issues and make recommendations or offer explanations <br />or clarification to the City Council. Chairman Sieber stated it would not be <br />inappropriate to offer suggestions as to procedural changes that might be <br />helpful or potential Charter amendments that we would be willing to support. <br />Chairman Sieber cautioned the Commission, however, to be careful in making <br />recon~endations lest a recommendation be construed as an amendment which could <br />then be adopted by a unanimous vote of Council. <br /> <br />The Commission proceeded to discuss Councilmember Schlueter's point regarding <br />serving as an election judge and whether or not it is necessary to go through <br />the processes to amend the Charter to satisfy one individual. <br /> <br />Councilmember Schlueter stated that she sees the potential for other election <br />judges to hold office in the future and this problem could come up again. <br />Councilmember Schlueter added that this Commission has more important issues <br />to consider and requested that the Commission keep the election judge issue in <br />mind for future consideration. Councilmember Schlueter added that she will <br />abide by the Charter Commission's decision and will not cross over those <br />rules. <br /> <br />Commission consensus was to table discussion of the election judge issue until <br />later this evening or another meeting of the Charter Commission. <br /> <br />The Commission proceeded to discuss the Charter requirement regarding reading <br />of resolutions prior to adoption. <br /> <br />Chairman Sieber stated that one councilmember feels the law is opposite to <br />what it should be; that the requirement should be that no resolution need be <br />read unless one councilmember requests it. <br /> <br />Motion by Chairman Sieber and seconded by Commissioner Buchanan to thank the <br />Mayor and City Council for their concern and to say that the intent of the <br />Charter Chapter 3, Section 3.08, is to allow for a minority to have a <br />resolution read before adoption. Further, that the Charter Commission has no <br />problem with the section as written and if the City Council still has a <br />problem, they may be able to utilize Chapter 5 of the Charter. The Charter <br />Commission suggests, however, that a reasonable effort to use the unanimous <br />consent approach, which is in the best interest of the people of Ramsey. <br /> <br />Motion carried. Voting Yes: Chairman Sieber, Commissioners Heitman, Lichter, <br />Gamec, Bauerkemper and Buchanan. Voting No: None. Absent: Commissioners <br />Data, Titterud and Greenberg. <br /> <br />The Commission proceeded to discuss the special assessment procedure outlined <br />in the Charter. <br /> <br />Regarding the newsletter time frame, it was suggested that an interim <br />newsletter could be issued to satisfy the needs of a developer and that the <br /> February 2~, 1985 <br /> <br />Page 3 of 7 <br /> <br /> <br />
