did and he is siding with 99% of what the Commission members are saying
tonight but in that 1%, there is the possibility of unintentionally
castorating Chapter 8 with this amendment.

Commissioner Heitman - Aye.

Chairman Sieber - Aye.

Motion carried.

Chairman Sieber stated that he recognizes Commissioner Buchanan's concern and
Commissioner Buchanan does have recourse in Chapter 5 of the Charter.

Motion by Commissioner Buchanan and seconded by Commissioner Lichter to
recommend that Ramsey City Council, at the expiration of the City's contract
with Bergeron and Associates, publish the City newsletter monthly, if
necessary, at the City's expense.

Further Discussion: Commissioner Gamec stated that the motion should be to
recommend that City Council appoint a committee to research the cost and
feasibility of a monthly newsletter in Ramsey.

Commissioner Buchanan withdrew his motion and Commissioner Lichter withdrew
his second to the motion.

Motion by Commissioner Buchanan and seconded by Commissioner Heitman, for
further discussion, to recommend to City Council that Charter Chapter 12,
Section 12.13 be amended to require that the City newsletter be published 12
times a year.

Further Discussion: Commissioner Buchanan stated that this Commission has
just made a major change to Chapter 8 and requiring more frequent publication
of the City newsletter would have rendered complaints on Chapter 8 less
substantial. Commissioner Bauerkemper stated that this motion serves no
purpose as the proposed amendment to Chapter 8 already waives the newsletter
requirement with respect to 100% petitioned for projects. Commissioner Gamec
stated that even with a monthly newsletter, problsms could arise.
Commissioner Buchanan stated that with the attitude of Commissioner Gamec,
developers and the Ramsey Economic Development Commission, there would be a
problem if the newsletter was published every 14 minutes. Commissioner Gamec
stated that there is still a lot of citizen protection in the Charter.
Commissioner Lichter asked Commissioner Buchanan why a developer picking up
100% of the assessments should be subjected to the time frame delays in the
newsletter and 60 day waiting period. Commissioner Buchanan stated that fears
regarding sewer and water have been falsely alleviated; some of the citizens
are looking at a $20,000-$30,000 sewer and water bill in 2-3 years.
Commissioner Heitman stated that he feels those fears can be addressed with
what remains in the Charter. Chairman Sieber inquired as to a citizen's
recourse, during that 60 day waiting period, if he is not involved in ~e
assessments. Commissioner Buchanan stated that a citizen could initiate an
ordinance banning the type of project proposed. Commissioner Heitman stated
that some motion for recommendations have been made at this evening's meeting,
but there is nothing saying that these recommendations have to be submitted at
February 2g, 1985
