Commissioner Buchanan stated that in reviewing the article in the <br />Newsletter, it seems that there is an 11.3% increase in property <br />taxes and inquired as to how the City can make this increase when <br />they don't know if they will need the added revenue or not; maybe <br />the increase was for a proposed project that will be voted down; <br />did the budget contain expenditures for local improvements and if <br />so they raised our taxes to pay for the improvement and we did <br />not get a chance to vote on it. <br /> <br />Cc~mission consenus is that Cc~missioner Buchanan research this <br />budget issue, report back to Chairman Heitman and if need be a <br />special meeting can be called with the City Accountant present. <br /> <br />Commissioner Sieber stated that the Capital Improvement Plan <br />should have been published in the City Newsletter also. <br /> <br />7. City's Compliance With Charter <br /> <br />Discussion ensued regarding that the City has been slow in <br />addressing certain parts of the Charter. <br /> <br />Motion by Cc~missioner Buchanan and seconded by Commissioner <br />Bauerkemper that as an attempt to ascertain whether or not the <br />intent of the Charter has been complied with, the Charter <br />Commission requests that Council provide this Commission with <br />copies of all appropriate documentation required to put the City <br />into compliance with the Charter. Appropriate documentation <br />could be minutes of meetings in which appropriate action was <br />taken and in the event an ordinance was required, a copy of the <br />ordinance itself should be forwarded to the Charter Commission. <br /> <br />Further Discussion: Co~missioner Buchanan stated that the <br />Charter Commission has a responsibility to see that the Charter <br />is being followed and formal documentation of compliance should <br />be a part of this Co~mission's official records. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners <br />Data, Buchanan, Bauerkemper, Sieber and Greenberg. Voting No: <br />None. Absent: Commissioners Gamec, Titterud and Lichter. <br /> <br />8. Setting Of Meeting Date To Receive Documentation Of City <br /> Compliance With Charter <br /> <br />Commission consenus is that the Charter Ccmmission will meet on <br />October 25, 1984 at ~amsey Municipal Center to receive from <br />Council documentation supporting that the City is in compliance <br />with all areas in the Charter. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Bauerkemper and seconded by Cc~missioner <br />Sieber to adjourn this meeting of the Ramsey Charter Commission. <br /> <br />Motion carried.
