Commissioner Buchanan stated that in reviewing the article in the
Newsletter, it seems that there is an 11.3% increase in property
taxes and inquired as to how the City can make this increase when
they don't know if they will need the added revenue or not; maybe
the increase was for a proposed project that will be voted down;
did the budget contain expenditures for local improvements and if
so they raised our taxes to pay for the improvement and we did
not get a chance to vote on it.

Cc~mission consenus is that Cc~missioner Buchanan research this
budget issue, report back to Chairman Heitman and if need be a
special meeting can be called with the City Accountant present.

Commissioner Sieber stated that the Capital Improvement Plan
should have been published in the City Newsletter also.

7. City's Compliance With Charter

Discussion ensued regarding that the City has been slow in
addressing certain parts of the Charter.

Motion by Cc~missioner Buchanan and seconded by Commissioner
Bauerkemper that as an attempt to ascertain whether or not the
intent of the Charter has been complied with, the Charter
Commission requests that Council provide this Commission with
copies of all appropriate documentation required to put the City
into compliance with the Charter. Appropriate documentation
could be minutes of meetings in which appropriate action was
taken and in the event an ordinance was required, a copy of the
ordinance itself should be forwarded to the Charter Commission.

Further Discussion: Co~missioner Buchanan stated that the
Charter Commission has a responsibility to see that the Charter
is being followed and formal documentation of compliance should
be a part of this Co~mission's official records.

Motion carried. Voting Yes: Chairman Heitman, Commissioners
Data, Buchanan, Bauerkemper, Sieber and Greenberg. Voting No:
None. Absent: Commissioners Gamec, Titterud and Lichter.

8. Setting Of Meeting Date To Receive Documentation Of City
Compliance With Charter

Commission consenus is that the Charter Ccmmission will meet on
October 25, 1984 at ~amsey Municipal Center to receive from
Council documentation supporting that the City is in compliance
with all areas in the Charter.

ADJOURNMENT

Motion by Commissioner Bauerkemper and seconded by Cc~missioner
Sieber to adjourn this meeting of the Ramsey Charter Commission.

Motion carried.
