B. Information Committees: <br /> <br />1. Public Opinion Committee - Commissioners Sieber and Buchanan - <br /> <br />No report at this time. <br /> <br />2. Current Form Of Government - Commissioner Gamec - <br /> <br />No report at this time. <br /> <br />3. Charter Advantage Committee - Commissioner Data - <br /> <br />Commissioner Data was not present. <br /> <br />Charter Disadvantage Committee - Commissioner Titterud - <br /> <br />No report at this time. Commissioner Titterud stated that he feels <br />people were more confused regarding a charter after the public hearing <br />than they were before the hearing; that it is too complicated to <br />comprehend in one evening. <br /> <br />Commissioner Gamec stated that he was dissatisfied with the turn out <br />at the hearing. He noted that 47 people showed up and 28 of those <br />persons were City Staff, County and State officials. <br /> <br />Commissioner Sieber stated that most people he talked to liked the <br />idea of a charter but feel they really can't control city government. <br /> <br />Commissioner Bauerkemper stated that she got the feeling that people <br />were pleased to see that their input mattered. <br /> <br />Chairman Heitman stated that there was some confusion because copies <br />of the charter draft were not available in advance for review. <br />People were confused as to the purpose of the meeting; was it a <br />hearing~ was it informational or was it a workshop. <br /> <br />Commissioner Bauerkemper noted that the Commission did stress that <br />the charter draft was not complete, that more input was needed and <br />that is the reason we did not go to the expense of making so many <br />copies. <br /> <br />Commissioner Gamec inquired as to how the Commission members feel <br />when they get this type of treatment from Council. <br /> <br />Commissioner Sieber replied that at Council meetings Council is <br />dealing with something that is about to be adopted, that was not <br />the case at the charter public hearing. <br /> <br />Commissioner Titterud stated that all the comments he has heard refer <br />to the charter as a special interest document, and whether that is <br />true or not depends on how this Commission writes it. <br />Outside Opinion Committee - Commissioner Bauerkemper - <br />Discussion turned to having some outside persons that currently, work <br />in charter cities give a presentation to Ramses Charter Commission - <br />namely, ~lr.
