Commissioner Gamec noted that no elected or appointed city official <br />is going to come in a speak badly of his own city. Elected officials <br />are to speak for the majority and not bring their own personal feelings <br />out. <br /> <br />Commissioner Bauerkemper stated that Mr. Doty could make an informative <br />presentation because he served on the Mounds View Charter Commission <br />and has since been elected to Council and now has to work with what <br />he wrote. <br /> <br />Mr. Schnelle pointed out that the Charter Commission should take into <br />consideration how far these other cities were developed when they <br />adopted their charters. The real meat of the charter, where you are <br />going to run into problems is public improvements and finance. <br />Mr. Schnelle recommended that the Commission obtain input from the <br />League of Cities, they see how charters are working all over the <br />State. Nobody is going to stand up and denounce their own city. <br /> <br />Chairman Heitman stated that it does no good to operate in a vacuum, <br />we can ask questions and if they choose not to answer, we have <br />gleaned nothing from them and we move on. <br /> <br />Commissioner Bauerkemper noted that these persons have offered to <br />approach the Ramsey Charter Commission and that must mean they have <br />nothing to hide. <br /> <br />Mr. Schnelle reiterated that the Commission should take into consideration <br />how Ramsey compares with their cities. <br /> <br />Chairman Heitman stated that he doesn't care how their cities compare <br />to Ramsey, he just wants to know the charter is working for them. <br /> <br />Commissioner Sieber stated that we should not restrict ourselves to <br />input from the League of Cities, if they are so good they would have <br />written all the charters in the State. <br /> <br />C. Rules Committee - Chairman Heitman, Commissioners Lichter and Greenberg - <br /> <br />No report at this time. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Steve Schmidt - City of Ramsey resident - Chairman of the Northern Bank - <br />Stated that he is not here as an advocate or an opponent of the proposed <br />charter. Mr. Schmidt stated that he serves on Ramsey Economic Development <br />Commission and they have been receiving copies of Charter Commission minutes <br />but not with the proposed charter. Mr. Schmidt stated that it is possible <br />for the Charter Commission to end up with a document which is not always legal <br />and as a resident looking ahead to the future, he requested that the Commission <br />take close advantage of fiscal and bonding agents. The Commission should <br />consult with fiscal agents prior to submitting the charter to an attorney for <br />legal review. <br /> <br />Chairman Heitman requested that Mr. Schmidt obtain copies of the proposed <br />charter from City Hall, review Chapter 8 and return to the Commission with <br />some input. <br /> <br />CC/October 13, 1983 <br />Page 3 of 9 <br /> <br /> <br />
