Commissioner Buchanan continued, that on one side a lower bond rating would <br />mean that the public improvements would be more costly and on the other side <br />the citizens have a voice in whether or not they want those improvements. <br /> <br />Commissioner Sieber stated that he has a hard time accepting the fact that <br />citizen participation affects a city's rating and this Commission should get <br />input from a bonding agent. <br /> <br />Commissioner Gamec stated that if this City adopts a charter, the bonding <br />company will want to see the charter and our assessment policy. If our <br />charter hinders growth, are bond rating will be decreased. <br /> <br />Commissioner Titterud commented that it is fine for the majority to have a <br />voice in local government, but when it comes to financial matters does the <br />majority really know what is best for the City in a long run? <br /> <br />Commissioner Gamec stated that the whole key to good city government is <br />communication. Commissioner Gamec noted that that $400 was spend on <br />mailings to inform the public of the Charter Commission public hearing. <br />The charter is an important issue to this City and where were the people? <br /> <br />Commissioner Buchanan noted that typically, there is better attendance <br />when there is a negative response to an issue. <br /> <br />Motion by Commissioner Buchanan and secondedl,by Commissioner Sieber, for <br />discussion, that the Charter Commission's first draft of the proposed <br />charter be provided to all various Ramsey commission memb6rs, Councilmembers <br />and City Staff department heads. Further, that these copies be provided <br />with a cover letter stating that this draft is a working document as of <br />that date. Further, to request that all commission members, councilmembers <br />and City Staff supply the Charter Commission with their verbal or written <br />input. <br /> <br />Further Discussion: Commissioner Gamec stated that this is very important <br />and should be accomplished by direct mailing. <br /> <br />Commissioner Buchanan amended his motion to include that these copies of <br />the draft be provided by direct mailing. Commissioner Sieber seconded the <br />amendment to the motion. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Sieber, Buchanan, <br />Bauerkemper, Lichter, Gamec and Titterud. Voting No: None. Absent: <br />Commissioners Greenberg and Data. <br /> <br />Commissioner Gamec stated that there is some concern on the part of City Staff <br />regarding how their input was received at the public hearing. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Lichter to issue <br />a letter to City Staff personnel thanking them for their input at the <br />Charter Commission public hearing. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Sieber, Buchanan, <br />Bauerkemper, Lichter, Gamec and Titterud. Voting No: None. Absent: <br />Commissioners Greenberg and Data. <br /> <br />Mr. Schnelle stated that the City would like to set up a meeting between <br />the Charter Commission and all other commission members. <br /> <br />CC/October 13, 1983 <br />Page 5 of 9 <br /> <br /> <br />
