Mr. Schnelle also pointed out that Mr. Schmidt's statements were very true. <br />Financing is a very complicated issue. We have to have something that makes <br />us competitive. Approach the League of Cities and fiscal agents for sound <br />advice. Our current City ordinance is explicit - 'no developed area will <br />receive sewer and water'. Mr. Schnelle stated that he does not think and he <br />would be shocked to see the urban area of Ramsey change much in the future. <br />It is going to take a lot to turn Minnesota around, based on today's economy. <br />If Ramsey varies from Chapter 429 you might not see the affects right now, <br />but you will in the future. You won't get the development. Chapter 429 <br />is a very tested approach to doing things. <br /> <br />Commissioner Sieber stated that the only significant change to public <br />improvements is this charter is proposing to make them subject to initiative <br />and referendum. <br /> <br />Mr. Schnelle stated that there was concern expressed because Ramsey lost <br />Dickenson Lines to Princeton. The major reason for that loss is Tax Increment <br />Financing. This charter would do away with any hopes of having Tax Increment <br />Financing in Ramsey. Tax Increment Financing involves the whole community <br />in taking a gamble in order to get business in. <br /> <br />Commissioner Buchanan replied that Tax Increment Financing can occur with <br />this charter, however it could only occur if the majority were in favor of <br />it. <br /> <br />Mr. Schnelle stated that there will be a meeting on Tuesday, October 25, <br />1983 at the Seasons Restaurant regarding Tax Increment Financing and <br />any of the Charter Commission members are welcome to attend. <br /> <br />Commissioner Gamec stated that it might be best to conduct that meeting <br />at Ramsey City Hall and invite all Ramsey commission members. <br /> <br />Mr, Schnelle stated that he would try and move the meeting to Ramsey City <br />Hall. <br /> <br />Motion by Commissioner Buchanan and seconded by Commissioner Bauerkemper <br />to recess. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Sieber, Buchanan, <br />Bauerkemper, Lichter, Gamec and Titterud. Voting No: None. Absent: <br />Commissioners Data and Greenberg. <br /> <br />Charter Commission recessed at 9:15 p.m. <br /> <br />Chairman Heitman called the meeting back to order at 9:42 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Review of Chapter 7; Taxation and Financing: <br /> <br />Commissioner Buchanan stated that the main thrust of Chapter 7, as it now <br />stands, is adopting budgets by resolution, putting control on the long term <br />plan. <br /> <br />Chairman Heitman stated that he added the words 'based exclusively on the long- <br />term financial plan as defined in Section 7.05 and all associated sections and' <br />to the middle of the first sentence in Section 7.04.01. <br /> <br />CC/October 13, 1983 <br />Page 6 of 9 <br /> <br /> <br />
