Commissioner Sieber stated that he does not like using the term 'exclusively'. <br /> <br />Chairman Heitman referred to Section 7.05.01 and stated that the 3rd and 4th <br />sentence have been replaced with the following: 'The city council shall hold <br />a public hearing on the long-term financial plan and all programs identified <br />in the long-term financial plan in Section 7.05 and all associated sections, <br />shall be adopted by ordinance(s) with or without amendment(s) and the last <br />four year portion of any program or part of any program shall, within 60 days <br />after adoption of the oridnance, be subjectable to referendum. At no time <br />shall budget items included in the first year of the long-term financial plan be <br />included in the budget for the ensuing fiscal year, with the exception of <br />proposed expenditures for current operations, without having been adopted in <br />the long-term financial plan of the preceeding year. However, should revenue <br />become available from sources outside the city which reduce significantly <br />the estimated expenditure requirements of the city for a proposed expenditure <br />already in the current financial plan, the council may at its discretion and <br />upon completion of a public hearing, advance the time schedule for those <br />expenditures to the earlies necessary date. The financial plan shall consist <br />of four elements as specified in sections 7.05.02 through 7.05.05 which <br />follow.' <br /> <br />Mr. Schnelle pointed out that a Capital Improvement Budget is only used as a <br />guide. Anytime the City spends money because of a request for a public <br />improvement, that cost is assessed right back to the developer. It never <br />becomes an obligation to the City general fund. It does not show up in <br />the City budget. <br /> <br />There was some discussion as to whether or not the charter should establish <br />that the Planning and Zoning Commission review the Capital Improvement <br />Budget. <br /> <br />Commission consensus is that spelling out that Planning and Zoning review <br />of the Capital Improvement Budget would imply that there will alw~'ys have <br />to be a Planning and Zoning Commission. Council can direct Planning and <br />Zoning to review the budget, at their discretion. <br /> <br />Section 7.06.01 was reviewed and Commissioner Lichter suggested wording <br />being added to the effect that Council can add an emergency item to the <br />budget by ordinance. <br /> <br />Discussion ensued as to whether or not the proposed charter allows items <br />being added to the budget that were not anticipated at the time the budget <br />was prepared. <br /> <br />Chairman Heitman stated that Section 7.12.01 addressed this issue - emergency <br />debt certificates. <br /> <br />Commissioner Lichter replied that he is not talking about obtaining money <br />for some unforeseen major expenditure, he is referring to that major <br />expenditure being added to the budget. There should be a way of amending <br />the budget and long term plan so the City can collect the money and not go <br />to an emergency debt certificate. <br /> <br />Mr. Schnelle stated that City Staff would 1-ke to review Chapter 7 and report <br />back to the Commission with the positives and negatives. <br /> <br />Commissioner Lichter stated that the following should be added to Section <br /> <br />CC/October 13, 1983 <br /> Page 7 of 9 <br /> <br /> <br />
