7.06.01: 'Items may be added to the budget but must be done so by ordinance.' <br />This would be for any items not inlucded in the long term plan. <br /> <br />Commissioner Gamec suggested that the City Accountant review Chapter 7, that <br />what this chapter is asking for may be what she is already doing and it is <br />just a case of not being a written policy. <br /> <br />Chairman Heitman replied that there is nothing the City Accountant could show <br />him that would show that she is even remotely close to the process he is <br />requesting. <br /> <br />Motion by Commissioner Bauerkemper to submit Chapter 7 to the City Administrator <br />and the City Accountant for their review and the Charter Commission will resume <br />discussion of this Chapter after receiving input from the City Administrator <br />and City Accountant. <br /> <br />Commissioner Sieber seconds the motion for discussion. <br /> <br />Further Discussion: Commissioner Buchanan stated that Chairman Heitman <br />formulated this chapter on his own, and even though it was with good intentions, <br />the other 8 members of this Commission should have had some input into it <br />before it is submitted to the City Administrator and City Accountant for their <br />comments. Commissioner Sieber agreed that the chapter should be reviewed by <br />the entire commission and re-discussed. Commissioner Bauerkemper also pointed <br />out that a fiscal agent could review this chapter within the next two weeks. <br />Commissioner Bauerkemper noted that the Commission is to a point of discussing <br />imaginary problems and solutions and City Staff would have more expertise. <br />Commissioner Buchanan suggested going back to the original version of Chapter <br />7 as taken from the Mounds View charter. Commissioner Bauerkemper replied <br />that the intent is not to just hand the budget over to Council. Commissioner <br />Gamec inquired as to what Commissioner Bauerkemper does not want to see in the <br />budget. Commissioner Bauerkemper replied that she does not know that much <br />about budgets. Commissioner Buchanan pointed out that Commissioner Bauerkemper <br />is one of the most informed citizens in Ramsey and she admits not knowing <br />much about city budgets and with this charter we are proposing to throw the <br />budget out to the public. Commissioner Bauerkemper stated that there are a <br />lot of deadlines that the City is obligated to meet with regards to budgets <br />and she is not aware of these deadlines and that is why this Commission needs <br />more expertise information. Commissioner Sieber stated that he would like to <br />see a way that the City can handle it's affairs and yet allow people veto <br />power. Chairman Heitman stated that City Administrator should include solutions <br />to the problems he finds in Chapter 7. Commissioner Buchanan stated that the <br />people want control of large expenditures and if the operational budget is <br />subject to public approval it will never be passed because there will always <br />be someone that doesn't agree with it. Commissioner Buchanan also pointed <br />out that the operational budget can only increase 6% a year and most of that <br />budget is for essential services. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Sieber, Buchanan, <br />Bauerkemper, Lichter, Gamec and Titterud. Voting No: None.
