Audience Comment - Charter also supports the time schedule that the first <br />time Council looks at the budget is in September. With that in mind, it is <br />inconceivable that the budget can be approved on time. What happens in January <br />when the budget goes to a vote of the people and it is defeated? There would <br />not be any money to operate the City. Would prefer to see public input at <br />budget hearings. <br /> <br />Chairman Heitman - But that is not legally binding. <br /> <br />Commissioner Gamec - Realizing the problems that could be caused and their <br />cost, it would be completely foolish to adopt the budget by ordinance. Some- <br />times you have to take a chance. <br /> <br />Chairman Heitman - Citizens only other recourse to get Council to listen is <br />recall, and that is unpalatable. <br /> <br />Audience Comment - Statutory cities allow for recall. <br /> <br />Mr. Dorn- I am not aware that there is on record recall of a public official <br />of a statutory city. <br /> <br />Audience' Comment - Section 7.07 discussed purchases made outside of budget <br />resolutions. This section is extremely limiting to any department head. <br />The City's budget is its best guess. The wording in this section is impossible <br />to work with. Currently, the City Administrator has the ability to spend $500 <br />without Council approval; anything in excess of that requires Council approval. <br /> <br />Commissioner Sieber - Where does that money come from if it was not budgeted? <br />Come to our regular Charter Commission meetings and make your recommendations, <br />put it in writing. <br /> <br />Commissioner Gamec - When a person of financial background looks at this <br />section, they see where the Commission mesSed up. We are asking for your <br />obvious experties. How do we arrive at a method to accomplish our goal and <br />intent? <br /> <br />Audience Comment - There is currently a City policy regarding spending and <br />purchasing and it ~s very extensive. This charter is.restrictive to a point that <br />it is a burden to the department heads. There is no way you can plan for every <br />possible expenditure during a given year. <br /> <br />Audience Comment - This City is set up terrifically from a financial standpoint. <br />The City received a Certificate of Conformance, which very few' cities obtain. <br /> <br />Chairman Heitman - I expect to see this citizen at our meetings on the second <br />and fourth Thursdays of the month. The fact that this citizen is enraptured <br />by the City's purchasing policy does not convince me. A 5 minute discussion <br />this evening is not going to educate me. <br /> <br />Commissioner Gamec - Chairman Heitman stated that this public hearing would <br />be for input and then he chooses not to take that input and request's that <br />the persons attend regular Charter meetings and try again. That is unfair, <br /> <br />Audience Comment - Why hasn't anyone from the Charter Commission attended <br />any budget meetings? <br /> <br />Commissioner Sieber - Arguing back and forth is not good, I have never seen <br />the City's policy on spending.
