that do not reside in Ramsey, but some of those persons do have <br />businesses in Ramsey, are paying a lot of taxes to Ramsey and they <br />should have some voice in City affairs. Commissioner Sieber noted <br />that it would be wrong to say that a majority of the persons serving <br />on Ramsey commissions are not residents of Ramsey. Not only that, <br />Commissions can only recommend action to Council, Council has the <br />final authority. <br /> <br />There was some discussion at this point regarding requiring that <br />a certain percentage of any particular Ramsey Commission be made up <br />of residents of the City. <br /> <br />Chairman Heitman stated that he is amazed at how some people find <br />out that there is an opening on any of the Ramsey commissions. <br /> <br />Commissioner Sieber stated that filling of these openings is advertised <br />in the Anoka County Union. <br /> <br />Chairman Heitman stated that this issue should be carried over to the <br />Punchlist for further discussion. <br /> <br />Commission proceeded to review the current Punchlist at this time. <br /> <br />Punchlist # Comments <br /> <br />Received input from EDC which stated they do not <br />feel a commission should have any more authority. <br />This item is stricken from the punchlist. <br /> <br />This issue to be addressed at the public hearing. <br /> <br />Commissioner Sieber noted that there is a typographical <br />error on the punchlist - the section referned to <br />should be 4.05.06. This item is carried over on <br />the p~nchlist -- it will have to be reviewed if <br />the decision is made to go to a ward system. <br /> <br />This item is carried over on the punchlist -- it is <br />redundant with Item #5. <br /> <br />This item is stricken from the punchlist. <br /> <br />8 <br /> <br />Commission consensus is to adopt Section 4.05.01 as <br />is and to strike this item from the punchlist. <br /> <br />Commission consensus is to rephrase the first sentence <br />of Section 4.05.05 as follows: 'When a vacancy in an <br />elected office of the City occurs within 120 days <br />prior to a regul~ar municipal election date, the special <br />election to fill the vacancy shall coincide with the <br />regular election.' Commission consensus is to add <br />the following phrase to the end of the 4th sentence <br />of Section 4.05.05: 'at the upcoming election.' <br />Commission consensus is to change the 3rd sentence of <br />Section 4.05.05 to read as follows: 'If, within the <br />120 day period before a regular municipal election, the <br />vacancy occurs in the office of the Mayor or in the <br />office of either or both of the councilmembers . . .'. <br />Commission consensus is to strike punchlist direction <br /> <br />CC/September 22, 1983 <br /> Pan~ ~ 'n~ R <br /> <br /> <br />
