C. Review And Discussi~ Of Retaining The Legal Services Of Mr. Wilbur Dorn: <br /> <br />The Charter Commission reviewed Mr. Dorn's written proposal for legal fees <br />dated June 23, 1983. Mr. Dorn noted that the Commission will be receiving <br />a monthly statement. <br /> <br />Motion by Commissioner Buchanan and seconded by'Commissioner Bauerkemper <br />that the Charter Commission retains the legal services of Mr. Wilbur Dorn <br />and that the Charter Commission agrees to the terms as outlined in Mr. Dorn's <br />letter dated June 23, 1983. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Data, Greenberg, <br />Sieber, Buchanan, Bauerkemper and Lichter. Voting No: None. Absent: <br />Commissioners Gamec and Titterud. <br /> <br />Motion by Commissioner BUchanan and seconded by Commissioner Sieber that any <br />Charter Commission member or committee must have prior approval of the entire <br />Charter Commission before engaging the services of Attorney Wilbur Dorn. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Data, Greenberg, <br />Sieber, Buchanan, Bauerkemper and Lichter. Voting No: None. Absent: <br />Commissioners Gamec and Titterud. <br /> <br /> The question was raised whether engaging Mr. Dorn's services would require <br /> a vote of the Commission or the Chairman's approval. <br /> <br />/l~r-~Dor~ suggested that the Charter Commission Chairman be endowed with Q ~ <br /> enough authority to authorize legal fee expenditures in the event of pressing <br /> urgency. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Lichter endowing <br />the Charter Commission Chairman the authority to expend legal fees in the <br />event of pressing urgency. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Data, Greenberg, <br />Sieber, Buchanan, Bauerkemper and Lichter. Voting No: None. Presentation By Mr. Dom: ~' <br /> <br />The following is a summary of Mr. Dorn's presentation:' <br /> <br />Chain of Command - State, Metro Council, County, Cities ·and Townships. <br /> <br />Four classes of cities: #1 - population of'100,000 or more; #2 - population of <br />20,000-100,000; #3 - 10,000-20,0000 population; ~4 - Population of 10,000 or <br />less. <br /> <br />There are 900 cities in Minnesota and 107 haVe charters.
