Voting Yes: Commissioners Titterud, Buchanan, Lichter, <br />Sieber and Gamec. Voting No: Chairman Heitman, Commissioners Greenberg and <br />Data. Abstain: Commissioner Bauerkemper. <br /> <br />Motion by Commissioner Sieber and seconded by Commissioner Bauerkemper to adopt. <br />Roberts Rules Of Order as the Charter Commission's operating rules, specifically <br />the eigth printing dated January, 1983 and further to amend those rules of order <br />to allow the Chairman the same privileges of voting and free discussion as other <br />members of the Commission. <br /> <br />Further Discussion: Commissioner Data stated that he was not familiar with <br />Roberts Rules of Order. Commissioners Gamec and Bauerkemper explained that <br />the rules of order sets a procedure of motion, second to the motion, discussion <br />and vote. Chairman Heitman commented that the rules of order sets a precedence <br />as to what questions are to be discussed and what can be introduced. Commissioner <br />Lichter inquired if anybody can call for discussion and vote. Commissioner <br />Bauerkemper replied that after a motion has been made and seconded for that <br />discussion and if the situation warrants, anyone can call for a vote. <br /> <br />Chairman Heitman called for a vote to the motion on the floor. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Gamec, Greenberg, <br />Bauerkemper, Sieber, Lichter, Data, Buchanan and Titterud. Voting No: None. <br /> <br />Motion by Chairman Heitman and seconded by Commissioner Titterud to appoint <br />Sylvia Frolik as Charter Commission Secretary. <br /> <br />Further Discussion: Commissioner Sieber stated a secretary for the purpose of <br />minute taking should be hired and not elected or appointed. Commissioner <br />Buaerkemper noted that if a secretary is elected that person would have the <br />same privileges of voting and discussion as the other 9 members. <br /> <br />Motion dies. <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner Sieber to elect <br />a Charter Commission Secretary to review minutes and distribute copies of <br />those minutes to Charter Commission members. <br /> <br />Further discussion: Commissioner Gamec noted that the Charter Commission <br />Secretary should also be responsible for posting notification and notifying <br />legal newspaper of Charter Commission meetings and other duties as may be <br />assigned from time to time. <br /> <br />Commissioner Lichter amends his motion to include the following: That the <br />Charter Commission Secretary will also be responsible for posting notification <br /> <br />CC/June 2, 1983 <br />Page 2 of 10 <br /> <br /> <br />
