1985 and that each precinct representative will conduct one (1) <br />precinct meeting before the end of 1984. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann, <br />Sorteberg, Schlueter and Van Wagner. Voting No: None. <br /> <br />Councilmember Van Wagner noted that the Charter requires two (2) <br />precinct meetings be held each year. <br /> <br />Mr. Heitman stated that considering the fact that 1984 is half <br />over, one precinct meeting in 1984 would be sufficient. <br /> <br />Mayor Gamec referred to the Charter's requirement for a Ctiy <br />Newsletter and stated that he has met with Mr. Bergeron, publisher <br />of the Coon Rapids Challenge. Mayor Gamec stated that Mr. Bergeron <br />is looking into the feasibility of publishing such a paper for <br />Ramsey; it would be totally paid for by the sale of advertisement <br />space and it would be a strictly informational paper and would <br />include no editorializing. There would be a minor cost to the <br />City in the way of secretarial time required to proofread the <br />City's input into the paper. <br /> <br />Councilmember Reimann stated that such a newspaper sounds like <br />a good idea but it will take some time to get it going and an <br />informal newsletter should be put out by the City in the interim. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember <br />Van Wagner to direct City Staff to appropriate $500 for the <br />purpose of issuing a single interim City Newsletter in order to <br />be in compliance with the City Charter and that a sample copy <br />of that proposed newsletter should be submitted to Council at <br />their regular meeting scheduled for July 24, 1984. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann, <br />Sorteberg, Schlueter and Van Wagner. Voting No: None. <br /> <br />Council consensus is to remain with the name "Ramsey Resident" <br />for the City Newsletter. <br /> <br />Mr. Goodrich continued with the review of Chapter 3. <br /> <br />Mr. Goodrich referred to Section 3.03 and noted that Council <br />may provide a means by which a minority may compel the attendance <br />of absent members. <br /> <br />Mr. Goodrich referred to Section 3.04 and noted that ordinances <br />must be adopted by a roll call vote. With respect to Section <br />3.06, theoretically, one councilmember can adopt an emergency <br />ordinance. Ordinances are not effective until 30 days after <br />publication and they must be posted three days prior to adoption. <br />Resolutions and ordinances must be read in full prior to <br />adoption; a motion by Council can waive the reading of ordinances <br />and a Council consensus can waive the reading of resolutions. <br /> <br />Mr. Goodrich proceeded to review Chapter 4. <br /> <br />C/July 10. 1984 <br /> Pagel0 of 13 <br /> <br /> <br />
