Jerry Martin - 6614 153rd Lane NW - Submitting a petition of 2000
names opposing the proposed landfill expansion. Polled areas
surrounding the landfill and outer areas, and find that 99% of
the people are opposed to the expansion. Ramsey's public hearing
regarding the expansion had more citizen opposition expressed
than Minneapolis' hearing regarding their burning plan. The
sentiment of the citizens is that we are against future expansion
of the landfill. If this expansion is approved and the City wants
a contract to protect those of us living adjacent to the landfill,
we would be glad to enter into a contract in which our holdings
are liquidated at a fair market value.

Motion by Councilmember Reimann and seconded by Councilmember
Schlueter to receive the petition opposing landfill expansion.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann,
Sorteberg, Schlueter and Van Wagner~ Voting No: None.

Mayor Gamec requested that City Staff be sure to notify Planning
and Zoning of this petition received.

Mayor Gamec stated that Council is considering Waste Management's
request~ Mayor Gamec also noted that he has had some threatening
phone calls in regards to this issue and stated that those types
of threats do not pay off. Mayor Gamec complimented >~. Martin's
approach on the issue. Mayor Gamec stated that he personally, has
no idea how the decision will go; Council has to consider the
welfare of the City and it's public and the consensus of the
public. Mayor Gamec stated that Council has received a report
from City Engineer Raatikka dated July 24, 1984 regarding the
July 20, 1984 Landfi%l Meeting at which test results on certain
wells were discussed.

Mr, Raatikka proceeded to review his memo of July 24, 1984 with
Council and audience. That memo stated that no significant
pollution in private and landfill wells is evident and the
consensus of those present on July 20, 1984 (less Natalie Haas)
feel that further testing of private wells, requested by Ramsey,
would be inconclusive due to possible contaminates from septic
tanks, etc.

Council consensus is to proceed with the testing of certain
private residential wells discussed at Council's meeting of
June 26, 1984.

Jerry Martin - Stated that many of the people he contacted are
trying to sell their homes and realtors cannot get people to
look at homes in Ramsey because of the landfill issue; homeowners
are being forced to drop their price.

Mayor Gamec inquired if Mr. Martin knows the average selling price
of a home in Ramsey.

Mr. Martin inquired if Mayor Gamec knows what the replacement cost
of a home in Ramsey is compared to what those homes are selling
for;bankers won't even go a second mortgage on homes in the area
of the landfill.

C/July 24, 1984
