Initiate and cooperate with local municipalities in the <br />establishment of various recycling and composting programs. <br /> <br />Pursuing mechanical/processing alternatives with the primary <br />interest in burning facilities of 200 to 400 tons per day. <br /> <br />o <br /> <br />Identifying and taking measures to restrict and reduce as <br />much as possible the flow of refuge which is generated outside <br />of the County from being idsposed of in Anoka County. <br /> <br />The County will hire a professional Solid Waste Abatement <br />Coordinator. <br /> <br />The County will secure intergovernmental assistance in working <br />with the State, Metropolitan Council, municipalities, business <br />co~m~unities and citizen groups to help accomplish our <br />abatement goals. <br /> <br />The County will appoint a Solid Waste Abatement team of various <br />County departments which will serve a coordinating function <br />for the Solid Waste Abatement Coordinator and as a sounding <br />board and advisor to the County Board. <br /> <br />The County will appoint a Solid Waste Management Advisory <br />Committee by July 1, 1984 in accordance with State legislation <br />to assist in the preparation of the County Master Plano <br /> <br />The County will contract for engineering services to assist <br />in the development of an annual work plan and to provide <br />teChnical engineering expertise for analyzing, marketing, <br />opportunities and abatement alternatives. <br /> <br />Councilmember Van Wagner referred to the Operating Plan for an <br />Accelerated Decomposition Landfill and inqnired if excavating and <br />mining decomposed refuse wouldn't create serious odor problems. <br /> <br />Mr. Yantos replied that accelerated decomposition would be utilized <br />on refuse coming into the County~ not refuse that is already there. <br />Individual cells will be filled with refuse~ treated and covered~ <br /> <br />~r. Don Otter stated that there is less odor during accelerated <br />decomposition because of antibodies that are consumed during the <br />process. <br /> <br />Mayor Gamec stated that all of these abatement ideas have been <br />talked about for years and can't understand why it is taking so <br />long to get something going. Mayor Gamec also stated that recycling <br />and separation businesses are going to need subsidies in order to <br />stay in business; it is going to take 'a tax increase to get these <br />types of businesses created and staying in business. <br /> <br />Mr. Yantos agreed that the cost of abatement wil% be expensive. <br /> <br />Councilmember Reimann stated that the Action Paper states that <br />waste reduction methods will not reduce the land disposal needs <br />of Anoka County. by any more than 5%5 it is a lot of money to <br />spend to only reduce landfill needs by 5%. <br /> <br />C/August 14, 1984 <br /> Pa~e 4 of 20 <br /> <br /> <br />
