Mr. Yantos replied that you have to combine with that what will <br />be saved by waste source separation which generates useful <br />materials back into the economy. Mr. Yantos stated that th~ <br />other 95%, without mass burning or an RDF facility, would have to <br />be landfilled. <br /> <br />Mayor Gamec referred to the surcharge the County will collect from <br />landfills as of January 1, 1985 and stated that $80,000 will be <br />generated from Ramsey's site as it is currently operating; how <br />will those funds be used? <br /> <br />Mr. Yantos replied that surcharges collected will be for abatement <br />activities, including administration of. <br /> <br />County Commissioner Haas arrived at this time. <br /> <br />Mr. Schnelle stated that Ramsey will be losing a lot of money <br />because that land is not developed as zoned and how will Ramsey <br />recover this loss. <br /> <br />County Commissioner Haas stated that she was invited to this meeting <br />to discuss the abatement action paper. Ms. Haas stated that the <br />$.25 surcharge collected by Anoka County will not all go to Anoka <br />County; 60% goes to the County hosting the landfill and 40% goes <br />to other counties in the metro area. Ms. Haas stated that she <br />feels counties that cannot have landfills and must have abatement <br />should get some funds but those counties with landfills should not <br />have to give up 40%. Ramsey's loss is something that is still to <br />be worked out; what we have to worry about between now and 1990 is <br />that we don't become the #1 dumping area. <br /> <br />Councilmember Reimann stated that the tipping fee should go to the <br />city where the landfill is located. <br /> <br />City Attorney Goodrich stated that 'the City has a right to collect <br />$.15 in addition to the $.25 that is collected. <br /> <br />Councilmember Reimann disagreed with the County hiring a person <br />to figure out what to do with solid waste; that person will be in <br />training for a year and the taxpayers will be footing the bill. <br /> <br />Ms. Haas replied that the person will not be in training; he has <br />written books on the subject of abatement and has working experience. <br />Ms. Haas stated that she would be happy to provide Mr. Reimann with <br />a copy of the resume. <br /> <br />Discussion ensued regarding County burning sites and yard composting <br />sites. Mr. Yantos stated that the yard composting site is open <br />from April 15 - November 15 and no fee is charged; there is a fee <br />charged at the burning site. <br /> <br />Mayor Gamec requested that information regarding these two sites <br />be sent to Ramsey. <br /> <br />Councilmember Van Wagner stated that she is real pleased to see <br />some action finally taking place. <br /> <br />C/August 14, 1984 <br /> Page 5 of 20 <br /> <br /> <br />
