Mr. Reichert then <br />submitted a letter to Mayor Gamec from the office of Coale, <br />Reichert and Sand, dated September 7, 1984. <br /> <br />Lois Boettcher - 14605 Sunfish Lake Blvd. - Stated that earlier <br />the Pledge of Allegiance was recited and the words 'justice for <br />all' made her wonder where the justice is for herself. She has <br />lived here for 25 years and the landfill has been here 10-12 <br />years and she has had to put up with the noise, litter and truck <br />traffic. Her home is probably unsaleable. She is getting <br />nothing in return; where is her justice. <br /> <br />Jim Battenberg - 7471 150th Lane - On July 30, 1984 his house <br />burned down and in the process of rebuilding decided to <br />relandscape his back yard and now he is being sued by DNR. <br />He never applied for a permit but the Building Inspector saw what <br />he was doing and never told him he was doing anything wrong. How <br />can Ramsey allow the State to designate half of his lot wetlands <br />and then sue him because he wants to make a back yard. <br /> <br />Mr. Schnelle immediately took Mr. Battenberg to his office to <br />discuss the problem. <br /> <br />QDUNCIL BUSINESS <br /> <br />~_a_se # 1: [%gquest For . On June 25, 1984 we met before Council, <br />Planning and Zoning and the citizens to have a public hearing and <br />present our application for permit. A law was passed dealing <br />with establishing landfills in the Metro area -- one of those <br />sites may be Site P in Ramsey. Since that time, Waste <br />Management,Ramsey and Anoka have been engaged in negotiations to <br />accomplish: <br /> <br />1. Settling dispute of long standing between the two cities with <br /> respect to ownership. <br /> <br />2. Provide Ramsey with some assurance that if it were sued as a <br /> result of the landfill being there, that it would be made <br /> whole and provide assurance to Ramsey that actions would be <br /> taken in the event there was a problem at the Landfill. <br /> <br />Part of the contract was that Ramsey consider an application for <br />a permit for conditional use of property both to the north and <br />south that would allow additiona:[ fill at that site. There is a <br />likelihood at this point that there will be landfill to the <br />south. Waste Management presented testimony at the public <br />hearing and addressed problems raised at that hearing; presented <br />testimony at a couple of Planning and Zoning Meetings; provided <br />Council and Planning and Zoning with documentation addressing <br />those concerns.
