Burlington Northern Santa Fe railroad crossing to allow the establishment of whistle -free quiet <br />zone. <br />Elk River's estimated costs include 10% contingency costs plus 10% indirect costs for <br />administrative, engineering, and legal costs. See Appendix B of Elk River's Feasibility Report <br />for a detailed cost summary as prepared by Bolton & Menk, Inc., in addition to Bolton & Menk's <br />memo dated October 29th, 2014. <br />This improvement project, which is included in the City of Ramsey's current 5 -year Capital <br />Improvement Plan, can be funded using a combination of Public Improvement Revolving (PIR) <br />funds, special assessments to benefiting properties, and Stormwater Utility funds. <br />Preliminary assessments in the amount of $4,500 per lot are proposed for the 10 single-family <br />residential property owners having direct access onto the improved street segment. The proposed <br />rate is in accordance with the recently adopted Special Assessments Policy. <br />To ensure that all special assessments levied with this project are commensurate with the benefit <br />received, staff requests Council authorization to order a benefit appraisal consultation based on <br />the current property use at the time the improvements are made. <br />The proposed improvements to be funded by the City of Ramsey are necessary, feasible, and <br />cost-effective from an engineering standpoint, and can be constructed as proposed herein. <br />Feasibility Report <br />Jarvis Street Reconstruction and Railroad Crossing Quiet Zone Improvements <br />City of Ramsey Project No. 15-20 <br />Page 3 <br />
