Mr. Sevick then proceeded to review his letter of December 7, 1984 to Mr. Don <br />Otter of Waste Management of Minnesota, Inc. regarding the South 80 Borrow <br />Plan; this letter was included in the agenda. <br /> <br />Gary Heitman - 16490 Uranium - What changes in elevation will occur because of <br />the mining? <br /> <br />Mr. Sevick quoted some elevation figures and Mr. Heitman noted that in some <br />places there would be as much as a 25' change. <br /> <br />Mr. Otter stated that the overall mean elevation is about 9.2'. <br /> <br />Mr. Arnie Cox - 17705 Nowthen - Inquired if City Engineer has reviewed the <br />proposed elevation changes in relationship to the property just to the south. <br /> <br />City Engineer Raatikka stated that he has not reviewed the effect on the <br />property to the south; it would be sloping inward at a 4:1 slope. <br /> <br />Mr. Otter stated that there is a 100' setback and then the 4:1 slope. <br /> <br />Mayor Gamec stated that based on the present landfill operation, it is <br />predicted that the site will be full by May of 1987; the mining and use of <br />fill is being requested for an amount of time that is in conjuction with <br />County closure and post-closure requirements. Mayor Gamec then inquired as to <br />how much cover soil is needed for closure and post-closure. <br /> <br />Mr. Otter stated that the May, 1987 date is speculative; closing is based on <br />the rate of volume received. Mr. Otter stated he can only roughly estimate <br />how much cover will be needed for closure and post-closure; it depends on how <br />much soil will be needed for'environmental protection. <br /> <br />Gary Heitman inquired if there will be a need to pass through neighborhoods to <br />transport fill or satisfy any mining operation needs. <br /> <br />Mr. Otter replied that all mining activity will be contained on the site. <br /> <br />Mayor Gamec stated that the fill is needed and if the mining permit is not <br />approved that fill will have to be transported into Ramsey; Mayor Gamec <br />inquired as to how many truckloads a day would be coming into Ramsey. <br /> <br />Mr. Otter replied that it would be 50-100 truckloads a day. <br /> <br />Mr. Sevick stated that access would be provided from the 160 acre parcel to <br />the north of this particular site; all traffic would be across the existing <br />area that is designated for borrow or landfill purposes. Traffic will not <br />come in on Sunfish Blvd. <br /> <br />Mayor Gamec stated that on real windy days, even watering does not work and <br />inquired if it would be possible to cease mining operations on those kinds of <br />days in order for better dust control. <br /> <br />Mr. Berg stated that it would be better to continue excavation as it would be <br />bringing up moist dirt. <br /> <br />PAGE 13 OF 26 <br /> <br /> <br />
