information regarding what comp time has been for some of the people in the <br />City and he feels he should have had those figures before the recommendation <br />was prepared. Councilmember Reimann stated that comp time should be reviewed <br />and if it appears one position has too much comp time, then maybe a decision <br />has to be made to hire additional personnel for that department or going with <br />obtaining authorization for comp time. When the ordinance regarding comp time <br />was adopted, we did not expect there would be this much comp time on certain <br />positions. This comp time issue has to be addressed by Council. <br /> <br />Councilmember Van Wagner inquired as to how all of this affects the salary <br />recommendations made by Personnel Committee. <br /> <br />Councilmember Reimann replied that he is not making any salary recommendations <br />at this time. Councilmember Reimann then presented copies of the comp time <br />schedule. <br /> <br />Councilmember Sorteberg stated that he has the same reaction as Councilmember <br />Reimann to the comp time figures and the issue definitely needs to be looked <br />at but he isn't sure that it is necessary to hold up on the rest of the salary <br />recommendations. <br /> <br />Mayor Gamec stated that he still objects to Council's ruling on comp time to <br />department heads; it leads to a bad situation. Mayor Gamec stated that comp <br />time came up because Chief Auspos wanted comp time for additional hours worked <br />because the hiring of additional personnel was not approved. One year we had <br />an officer make more than the Chief because of time-and-a-half overtime pay; <br />if Chief Auspos wouldn't have put in those additional hours for comp time, we <br />would have been paying a patrolman time-and-a-half. Mayor Gamec stated that <br />department heads are paid a wage to get the job done no matter how long it <br />takes, but everybody knows that if that person got his job done in 30 hours <br />and took the rest of the week off, it would not go over in a big way. There <br />is not enough Staff to handle the workload and too much is being put on the <br />department heads. The addition of another patrolman should reduce Mike <br />Auspos' comp time to zero and the addition of Anne Norris to Staff should <br />reduce comp time for Mr. Schnelle and Mr. Berg. <br /> <br />Councilmember Reimann stated that the comp time figures he sees are totally <br />out of line; we hire these people at a yearly wage and if it takes 30 hours or <br />50 hours, the job should reflect the pay they are receiving. Councilmember <br />Reimann further commented that a lot of Council meetings are held because of <br />Staff needs and then Staff gets comp time for attending the meeting; there is <br />something wrong with the system. <br /> <br />Mr. Berg stated that the problem with measuring comp time is that nobody cares <br />when you are at work, but when you are away from office taking comp time, <br />everybody cares; that if he completes a job in 50 hours nobody complains, but <br />if he completes a job in 30 hours and takes 10 hours off somebody will call <br />him on it. <br /> <br />Councilmember Schlueter stated that she has to plead ignorance; that she is <br />not completly understanding the philosophy of comp time. <br /> <br />December 18, 1984 <br /> Page 10 of 21 <br /> <br /> <br />
