money; that his feeling in working with government is to operate at as low a
cost as possible and not spend until it is absolutely necessary.

Councilmember Sorteberg agreed and stated that a lot of companies pay overtime
a long time before they go ahead and hire additional personnel.

Councilmember l~eimann stated Mr. Schnelle stated earlier that he would have
liked to be informed as to any problems prior to now; there have been 5 or 6
meetings and Councilmember Sorteberg and I feel that there are more
discrepancies than just comp time that need to be addressed. One issue is the
metro mean; every year we hear that we have to get up to the Metro Mean and
every year we make increases but we never seem to catch up. Is Ramsey being
compared with similar cities or not? Councilmember Reimann stated that some
of the salaries being paid now can compete with anywhere else in the Twin
City area and the City would be able to replace personnel with comparable
persons that would just need a little training. Ramsey should not be at 100%
Metro Mean and this has been the subject of most arguments in the Personnel
Committee meetings.

Mr. Berg stated that the reason Ramsey does not catch up to the Metro Mean is
because Ramsey is not increasing by enough; Ramsey is always a little bit
behind.

Mr. Schnelle stated that Council has Staff's Request, Personnel Co~nittee's
Recommendation and Administration's Recommendation and his only argument is
that he did back off on some of the items.

Mayor Gamec stated that the consensus seems to be that the comp time issue
should be reviewed; and that he thinks the City will always be somewhat
understaffed.

Mayor Gamec stated that he does not have a problem with the Personnel
Committee's recommendation except for the City Accountant position; that from
what he has seen, Ms. Haapala continues to show more and more initiative;
strives for excellence and accomplishes many things on her own without any
help; what is being offered her is really unfair.

Councilmember Reimann stated that Ms. Haapala is making $26,955/year; in 1982
the minimum for her job classification was $20,000 and the maximum was
$27,000. In 1983 the percentages went up and the minimum was $21,000 and the
maximum was $29,000. Councilmember Reimann further commented that it hasn't
been that Ms. Haapala isn't getting raises or is being treated unfairly; the
reason is that she was hired as a bookkeeper, got a job title change which
altered the salary range and the metro mean changes accordingly.
Councilmember Reimann stated that nobody can claim that they have been
discriminated against in this City -- just look at the changes that have taken
place in Ms. Haapala's position.

Councilmember Van Wagner inquired if Ms. Haapala has been doing
the job.

Councilmember Reimann stated that he has been told that she is doing the
job.

Councilmember Van Wagner stated that Ms. Haapala has been doing her job just
December 18, 1984
