as the City Administrator and Police Chief have been doing their jobs; in <br />which case why isn't Ms. Haapala being paid the Metro Mean percentages just as <br />everyone else is? Councilmember Van Wagner stated that she can only see the <br />Personnel Committee's recommendation as a blatant case of discrimination. <br /> <br />CDuncilmember Reimann stated that the Metro Mean can go any way you want it <br />to. <br /> <br />Councilmember Van Wagner stated that in that case, it should be interpreted <br />the same for each category. <br /> <br />Councilmember Reimann stated that the Metro Mean is too high for Ramsey. <br /> <br />Councilmember Van Wagner stated that then the Metro Mean should be too high <br />all the way down the line of job classifications. <br /> <br />Mayor Gamec stated that the City has a good situation and probably should not <br />always look at something from a dollar figure standpoint. <br /> <br />Mayor Gamec also stated that he will not call it discrimination but what has <br />been happening in the Accountant position and the person holding that position <br />is unjust. <br /> <br />Councilmember Reimann stated that a few years ago, the Personnel Committee was <br />told that salaries are not in reality and we have been trying to catch up to <br />the outside world ever since. Councilmember Reimann stated that if salaries <br />were frozen and no increases were given, he doesn't feel anybody would be <br />dissatisfied; people on the outside aren't even getting raises; Ramsey is <br />paying good wages. Councilmember Reimann stated that he recently had his <br />taxes computed and maybe that is why he gets excited when he sees some of <br />these people getting raises and comp time. Councilmember Reimann stated that <br />he and Councilmember Sorteberg do not agree totally on what should be <br />recommended and that is why the issue should be put off until next year; that <br />he and Councilmember Sorteberg are still working on it and that is why there <br />is no recommendation to Council at t]~is time. Councilmember Reimann stated <br />that he is withdrawing all his recommendations. <br /> <br />Councilmember Schlueter stated that she does take some offense to the <br />discrepancy in the Accounting position; that during her t~o years in office <br />she has seen that Ms. Haapala exemplifies a continual movement towards <br />excellence. Councilmember Schlueter stated that the recommendations on the <br />employees and Administrator's position that is being considered are not out of <br />line and the salary increases should reflect Council's assurance to Staff that <br />they are doing a job and we are willing to pay them for the job they do. <br /> <br />Councilmember Reimann stated that if there were no Metro Mean percentages, <br />there would be nothing to go by other than the Personnel Committee's <br />recommendation. Councilmember Reimann further stated that Ms. Haapala was <br />hired as a bookkeeper; when job titles are changed it throws the percentages <br />off; that ~s why Ms. Haapala position looks out of place but it really is not. <br /> <br />Mr. Schnelle stated that he has 17 years experience as a City Administrator <br />and has worked with a lot of finance people and Ms. Haapala surpasses all of <br />them. Mr. Schnelle stated that she has earned certificates of conformance for <br />the City and carries out bond issues extremely well and this all means a lot <br /> December 18, 1984 <br /> <br />Page 13 of 21 <br /> <br /> <br />
