asphalt and finished with concrete curbing. The site plan proposes none of these site <br />xmprovements. City Staff recommends that the site plan be revised to include these <br />required site improvements. In lieu of future improvements to Azurite Street N.W., it is <br />reasonable to expect that the driveway would only be paved and curbed up to the property <br />line and not across the right of way for the future street. The proposed access into the <br />north loading bay of the existing building does not have a sufficient amount of area to allow <br />access for most trucks. Staff recommends a minimum radius of 30 feet and/or an increase <br />in the width of the pavement to accommodate truck access into this bay. <br /> <br />In addition, the south storage addition proposes an overhead loading bay on the east side of <br />the building. Also existing along the eastern edge of the existing building arc product <br />storage tanks which presumably will require vehicular access on a periodic basis. In view <br />of this potential for vehicular access along the eastern side of the building, a paved access <br />should be required. <br /> <br />Utilities: The site is presently not served by sanitary sewer and municipal water. As with <br />the street improvements, the development permit should obligate the permit-tee to participate <br />in a petition for sewer and water improvements, ff and when it is presented <br /> <br />Landscaping and Screenin,z_: Landscaping is required along the street. The landscaping <br />plan indicates that there are existing evergreens along the street frontage. It also proposes <br />to install one tree, rock and shrubbery on all three sides of that part of the expansion that <br />will be visible from the road right-of-way. No screening is required. <br /> <br />o <br /> <br />Architectural Design: City Code requires exterior wails to be of materials that are 50% <br />other than metal on walls that will be adjacent to any existing or future structure or street. <br />At a minimum, the north, south and west walls of the proposed office area and the west <br />and south wall of the proposed cold storage area would have to be 50% other than metal; <br />the site plan proposes 100% metal exterior facing. Taking the minimum code requirements <br />into consideration, along with the fact that the existing structure is consmacted of concrete <br />block, staff recommends that the additions also be consnmcted of concrete block. <br /> <br />10. <br /> <br />Lighting: If any additional site lighting is proposed with the expansion, it is not shown on <br />the site plan. <br /> <br />11. <br /> <br />Drainage: The site plan proposes creating a drainage sump to the south of the building and <br />parking lots. The southern one-half to two-thirds of the building and parking lot will drain <br />to this sump area. it is recommended that a similar sump area be provided along the <br />northern edge of the property to allow an opportunit3' for seepage for the remaining <br />impervious area. <br /> <br />The Planning and Zoning Commission will be meeting at 7:30 p.m. on Tuesday, January, 5, 1993, <br />to consider your request for site plan approval.
