CASE #3 <br /> <br />REVIEW OF INTENT FOR IMPROVEMENT <br /> PROJECT PETITION PARTICIPATION <br /> By: James Gromberg, Project Manager <br /> <br />Background: <br /> <br />One of the items of discussion at the January meeting of the EDC was the current City policy to <br />require site plan applicants to participate in possible future petitions for improvement projects; <br />specifically, street improvements and the extension of municipal sewer and water service and storm <br />drainage projects. I have discussed the intent of this policy with the City Administrator, City <br />Engineer and Zoning Administrator. They have indicated that the reasoning, or intent of this <br />requirement, is to only "get the ball rolling", so to speak. This policy 0nly requires them to sign a <br />petition in favor of completing a feasibility study to ascertain the cost of the improvement. They do <br />not lose the right to oppose the project if the feasibility study determines it to be very expensive, or <br />the right to sign a petition opposing the improvement project. <br /> <br />Recommendation: <br /> <br />City Staff recommends clarifying these requirements in all review letters, site plan proposals, <br />development agreements and conditional use permits. <br /> <br />Commission Action: <br /> <br />Motion to direct City Staff to clarify the wording of these requirements in all review letters, site <br />plan proposals, development agreements and conditional use permits. <br /> <br />Review Checklist: <br /> <br />Project Manager <br />City Administrator <br />Zoning Administrator <br />City Engineer <br /> <br />EDC:02/10/93 <br /> <br /> <br />
