Fire Chief Kapler explained that Ramsey and other local <br />jurisdictions and agencies find that if a train leaves the track it is an emergency and local <br />jurisdictions should be involved. He suggested a tabletop with the Burlington Northern to have <br />that discussion as it does impact our community and is the `public eye.' <br />Councilmember Riley asked what can be done to further the City's position. <br />Fire Chief Kapler stated if such a meeting can be facilitated, it would be important that it include <br />a representative of the Council. <br />City Administrator Ulrich stated he and Fire Chief Kapler were at the Governor's Listening <br />Session and their comment was taken to heart that local governments need to be notified any <br />time a train leaves the track. <br />Mayor Strommen agreed that it had traction with the Governor and stated the City should work <br />with the Department of Public Safety so it can be advocated at the State level. <br />Fire Chief Kapler stated the State Fire Marshal visited last week and had estimated the times you <br />fully activate the Emergency Management Plan is 2%, making it a rare occurrence. But, should <br />it ever ramp up to be declared a disaster, all need to be trained. <br />City Administrator Ulrich agreed that when it happens, it results in a scurry of activity so that is <br />why the Emergency Management Plan is reviewed periodically to keep everyone up-to-date as it <br />impacts your role as a public official and someone who has to work to get the community <br />together, communicate a unified message, and deliver a calm presentation with the steps to be <br />taken clearly laid out. City Administrator Ulrich stated the City's staff is trained to handle this <br />type of emergency/disaster situation even though it is infrequently used. <br />2.02: Review Revised Draft Strategic Planning Document <br />City Administrator Ulrich reviewed the types of format revisions made to the draft three-year <br />Strategic Action Plan based on Council's direction from the last time it was discussed. <br />The Council considered the Strategic Initiative to improve the budget preparation to identify <br />operational efficiencies and cost -savings, tactics, and key outcome indicators/metrics.
