The Council considered the Strategic Initiative to improve the safety and mobility of US <br />Highway 10, tactic, and key outcome indicator/metrics. City Administrator Ulrich noted the <br />tactics had been reordered, as directed by the Council, to place the highest priority at the top of <br />the list. <br />Mayor Strommen stated to her the key outcome indicators/metrics are listing a product rather <br />than a desired outcome that identifies things such as more businesses and employment <br />opportunities. She asked staff to address the key outcome indicators/metrics to assure each <br />affects the goal rather than a listing of product. <br />The Council considered the Strategic Initiatives to improve the safety and mobility of County <br />Highway 5 corridor and to improve the safety and mobility of Minnesota State Highway 47 <br />corridor, and to create a diverse and robust offering of recreational opportunities, tactics, and key <br />outcome indicator/metrics. <br />Councilmember Riley asked about Tactic 13), Develop a comprehensive recreation plan that <br />inventories existing recreation programs, services, and infrastructure at the local, regional, and <br />national level, noting the additional resources required indicates that park capital costs are <br />identified by district. He asked what is meant by `district.' <br />Councilmember Johns stated there are 17 Park Districts. <br />Councilmember Riley asked if it should be identified by Park District within the Strategic Plan. <br />Finance Director Lund noted the CIP is identified by project, not Park Districts. <br />City Administrator Ulrich stated the idea was to look at community balance beyond project by <br />project. <br />Councilmember Johns agreed and stated the park dedication monies from developments should <br />stay within its Park District. <br />Community Development Gladhill stated from a development perspective, the Park District <br />concept is to create improvements within a logical and walkable area. It also facilitates the <br />decision whether to accept property for park development or cash in lieu of property dedication. <br />Mayor Strommen noted additional resources are required to complete this tactic so it is really <br />about developing the plan rather than implementing the plan. She suggested that nothing beyond <br />the first outcome indicator/metric is needed for this document but the Plan itself may identify a <br />host of other resources that are needed for implementation. <br />The Council agreed with the revisions suggested by Mayor Strommen. <br />The Council considered the Strategic Initiative to improve the safety of the community, tactics, <br />and key outcome indicator/metrics. <br />City Council Work Session / April 28, 2015 <br />Page 4 of 9 <br />
