Councilmember Shryock asked whether the requested new position would be a police officer or <br />dedication of a staff person. <br />Police Chief Katers stated the position would be a full-time position and most likely filled with a <br />current experienced police officer and backfilled with a new patrol officer. He stated Ramsey is <br />one of the few that do not have a full-time officer assigned to the Anoka County Drug Task <br />Force. <br />The Council offered no revisions. <br />The Council considered the Strategic Initiatives to create a strong positive image for residential <br />neighborhoods and business districts, and enhance community engagement, tactics, and key <br />outcome indicator/metrics. <br />Councilmember Riley noted. Tactic 19) is to meet or exceed community expectations in regard to <br />response times for Code complaints and the key outcome indicators/metrics is to meet it in 14-30 <br />days. He doubted residents would be satisfied if their complaint was not responded to for 30 <br />days. <br />City Administrator Ulrich explained that communication on the complaint should be made <br />immediately but the time for resolution will take 14 to 30 days. <br />Community Development Director Gladhill explained this section used to be expanded to <br />include many more metrics but had been refined. The 14-30 day timeframe relates to Code <br />compliance complaints to accommodate the mailing of notification and resolution. <br />Mayor Strommen agreed it is a resolution timeframe, not a response timeframe. <br />The Council agreed with the suggestion of Councilmember Riley to revise the language to <br />indicate 14-30 days is a resolution timeframe. <br />The Council considered the Strategic Initiatives to enhance community engagement, tactics, and <br />key outcome indicator/metrics. <br />Councilmember Riley referenced Tactic 21) and asked about the need for a volunteer coordinator <br />staff position. <br />City Administrator Ulrich stated that was included as a placeholder but existing staff could be <br />reallocated to fill that role. <br />Mayor Strommen stated staff is needed to coordinate volunteers so that resource is needed. <br />Councilmember Riley stated that may be the first volunteer, the coordinator <br />City Council Work Session / April 28, 2015 <br />Page 5 of 9 <br />
