CASE #4 <br /> <br />REQUEST FOR AUTHORIZATION TO APPLY FOR GRANT FUNDS FOR <br />UPDATING THE SHORELAND MANAGEMENT ORDINANCE <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On July 3, 1989, the revised Statewide Standards for "Management of Shoreland Areas" rules <br />became effective. Under the authority of those new rules, the City of Ramsey has until September <br />1, 1994 to update its ordinance accordingly. <br /> <br />Observations: <br /> <br />The Legislature has provided a matching grant program to assist local units of government in <br />updating their ordinances. It is anticipated that updating the ordinance will cost in the <br />neighborhood of $6,000.00 to $7,000.00, including planning consultant fees, engineering fees, <br />publications costs, etc. If Ramsey's application is approved, we will be eligible for <br />reimbursements of up to $5,000 in matching fund dollars for the cost to update our ordinance. In- <br />kind costs are eligible contributions towards the City's share of the project. <br /> <br />As you may recall, there have been recent discussions at the Finance Committee and the City <br />Council levels regarding several comprehensive planning tasks that need to be accomplished in the <br />near future. They are: land use plan update, transportation plan update, surface water management <br />plan update and shoreland ordinance update. The City has submitted a request to Anoka County to <br />fund the land use update with CDBG funds. The Finance Committee has recommended that the <br />transportation plan be updated using availaable frunds from 1992. We now have the opportunity <br />to make arrangements for our shoreland ordinance update with 50% of the cost being covered <br />under state grant funds. <br /> <br />If the application is approved, the Finance Officer has recommended that the funding source for the <br />City's estimated share of the costs ($3,000.00 - $3,500.00) to update its shoreland ordinance be <br />the City's General Fund - contingency. <br /> <br />The deadline for applying for the grant is March 31, 1993. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the request to apply for State grant monies to update the <br />shoreland management ordinance. <br /> <br />Committee Action: <br /> <br />Motion to: <br />Recommend that City Council make/do not make application to the State of Minnesota for <br />grant assistance for the purpose of updating the Shoretand Management Ordinance. <br /> <br />Review Checklist: <br /> <br />FC: <br /> <br />City Administrator <br />City Engineer <br />Finance Officer <br /> <br />3/23/93 <br /> <br /> <br />
