PRIORITY CRITERIA The degree to which the proposed project fulfills the intent of the ISTEA. The County Road //116 alternative transportation corridor represents the very essence of the intent and goals of ISTEA. Both the Cities Anoka and Ramsey have been progressive leaders in planning and implementing bikeways and walkways. This project with its improved transportation, enhanced safety, and beautification elements fulfills the alternative transportation needs of this growing area by providing the critical link to the existing significant capital expenditures. This quality enhancement project will: Promote energy efficiency by reductions in single occupant vehicles and further promotion of economical and sustainable travel. Encourage and facilitate economic competitiveness by reducing the expenses of local travel, thereby fostering sustainable growth and employment and encouraging continued educ,'ttional pursuits. Enhance and sustain environmental quality by reducing adverse environmental effects associated with increasing vehicular traffic and provide enhancements of aesthetics as well as ecological continuity through diverse landscaping of Highway /ti 16's view shed. By maintaining mobility, creating jobs, and enhancing the integrity of the local communities, the beneficiaries of this project, the Northwest Metropolitan Area, will be effective and viable participants in the national economy. Funding of this project results in a comprehensive and complete on and off road bikeway/walkway system comprising of 25.6 miles. The project cost includes a contribution from the ISTEA in the amount of $113,244 and a local contribution in the amount of $113,244. This results in a project cost per mile from ISTEA of $43,555. Further, the entire project cost of $226,488 completes the 25.6 mile system at a cost of less than $8,900 per mile. This completed bikeway/walkway system will run adjacent to a Minnesota Department of Natural Resources Type 3 protected wetland (Grass Lake) which will enhance the use and visual appreciation of this nature area. For persons using this segment of off roadway transportation system, including those traversing between residential neighborhoods and an elementary school, between residential areas, between a residential area, a high school and commercial area, and between two commercial areas, this portion of the 'trail system is the most direct route which can be used between these destinations. The entire ,25,6 mile bikeway/walkway project, including present components and ISTEA funded components, improves the utilization and viability of several commercial, industrial and residential areas. Projects with components which have already been funded and/or implemented from other funding sources, especially projects for which the proposed Enhancements funded element would complete a larger project, concept, or plan.
