This project was initiated in 1981 when MnDOT funded a $59,000 bikeway/walkway
project parallel to State Trunk Highway #47 immediately south of the County Road #116
alternate transportation corridor. This is but one of the connections the ISTEA
Enhancement funds will cause.

As noted above, this project includes use of other more recent completed components as
well. Included is the County Road #116 Bridge Project completed in 1991, an overpass
over County Highway #116, an underpass under County Highway #116, and 25.6 miles
of bikeway/walkway completed by both public and private parties over the past several
years within the communities of Anoka and Ramsey.

The existing components of the bikeway/walkway system have been completed by
the Minnesota Department of Transportation, Anoka County, City of Anoka, City
of Ramsey and private commercial and residential developers.

This project compleles the final 2.6 miles of a 25.6 mile alternative
transportation syslem. This system connects five schools with 7,083 students
and 528 employees; two industrial parks, retail developments, three MTC
transportation hubs and residential subdivisions in the Anoka and Ramsey
Metropolitan Urban Service area.

Projects which qualify in two or more of the ten categories of
Enhancements identified in the ISTEA and/or more than one of the three
groupings of these categories' established for Minnesota's process.

This project accomplishes the following four activities of the exclusive federal categories:

Provision of facilities for pedestrians and bicycles including bikeway/walkway
construction, lockers, Iighting and signage.

Acquisition of scenic easements and scenic or historic sites including acquisition of
900 feet of Grass Lake shoreland (a Minnesota DNR Type 3 wetland lake).

Landscaping and other scenic beautification including 1.5 miles of
bikeway/walkway landscaping.

Historic preservation resulting from the bikeway/walkway construction adjacent to
the 1892, one room, school house, the oldest existing in Anoka County (on the
National Historic Register).

This project also accomplishes two of the three Minnesota objectives:

Pedestrian and bicycle facilities.

· Scenic and environmental.

As noted above, there is a positive influence on a National Register historic site as well.

Projects which have already gone through a ~tatewide or regional project
priority setting process.

In 1981, MnDOT funded a $59,000 bikeway/walkway project parallel to State
Trunk Highway #47 immediately south of the County Road gl 16 Alternate
