Transportation Corridor. This is but one of the connections the ISTEA Enhancement funds will cause. The County Highway #116 vehicular Rum River crossing received state-wide and regional priority resulting in the 1991 completion of the bridge and overpass and resultant connections of the Cities of Anoka, Ramsey and Andover. Because this project consists of a series of transportation linkages to existing components, the project can also be considered undeffunded to the extent that a $165,000 pedestrian overpass and four separate fenced and concrete walk/bikeways are in place but are missing the critical connections that ISTEA Enhancements will provide. The County Highway #116 transportation corridor was accepted and reviewed by the Metropolitan Council's Surface Transportation Program review in 1992. The project ranked in the upper half of those submitted but financial constraints did not allow for the project funding. Since that submittal, the project has been enhanced by project expansion, landscaping and lighting and by the historic preservation component. Trunk Highway #47 is the principal north/south arterial running through the entire community of Ramsey and connecting Ramsey with downtown Anoka. County Highway #116 runs the entire length of the Anoka/Andover boarder and runs east into Coon Rapids and Blaine and, from Trunk Highway #47, both north and south of the intersection with County Highway #116 and is scheduled for a Minnesota Department of Transportation roadway and intersection improvement in 1994. This improvement will accommodate right-of-way for the bikeway/walkway project found in this proposal. Completion of the County Highway #116 walkway/bikeway will promote, demonstrate, and facilitate sustainable transportation in the Northwest Metropolitan Area. Projects which demonstrate more than a local impact or benefit. The residents and commuters within the communities of Andover, Anoka and Ramsey will directly benefit by the County Highway #116 alternative transportation corridor funded by this project. The projected area of benefit includes those utilizing the transportation link along County Highway #116 linking the Enterprise Industrial Park and the Gateway North Industrial Park to the River's Bend commercial area, the City of Anoka Highway commercial area, the Anoka Metropolitan Transit Commission park and ride lot, the Anoka Senior High School and adjacent public and private uses. This bikeway/walkway corridor project will provide for a bikeway/walkway component assisting the connection of Trunk Highway #47 and County Highway 85 with the County Highway #116. The result will be linking all of the above transportation multi-modal components with several subdivisions, elementary schools and another commercial district, in addition to three fully accessible American Disabilities Act compliant park developments within the City of Ramsey. This project will provide accessibility to these parks and to the communities of Anoka and Andover. In addition, the bikeway/walkway project will accommodate accessibility to several other' local parks and regional parks and the Anoka County fairgrounds. The long term bikeway/walkway plan links this project with the Cities of CoOn Rapids, Blaine and Ham Lake, all east of Andover and Anoka.
