AUTHORIZE SPRING
By: Mark

RIDERS FOR WOODLAND GREEN
Boos, Parks/Utilities Coordinator

CASE
PARK

Background:

Last year we made significant improvements to Woodland Green Park. Much of that from in-
house, such as the clearing and the site preparations for the bituminous trail funded from election
reimbursement dollars and also the reformatting of the existing play equipment there, the addition
of resilient surfacing, perimeter timbers that incorporate a retaining wall and benches, plus some
planting and screening activities.

On Saturday, May 22, 1993, the football boosters will be completing grade adjustments as part of
the trail construction and clearing a wooded area of blown down trees for a picnic area in
conjunction with the play equipment. When we designed the layout for the play equipment
placement, we allowed room for a "backhoe" style digger that was donated to the City and allowed
room for two spring riders for the toddlers. This spring, we received a note from a resident near
Woodland Green Park that requested a spring rider incorporated with the play equipment. We
have not had contact with that resident prior to receipt of that note, nor was she cognizant of our
provision for spring riders.within that play equipment slamcture arrangement Upon receipt of this
note at the Park and Recreation Commission regular April meeting, they voted to recommend that
City Council approve the purchase of two spring riders for Woodland Green Park from the
charitable gambling receipts. The Commission did not feel that this request was responding to a
"squeaky wheel" because the spring riders were already planned for within this park.

During a brief discussion with these homeowners, they agreed to be responsible for trash pickup in
1993 in exchange for expediting the purchase and placement of spring riders in this neighborhood
park.

The estimated purchase cost of the two spring riders is under $600. Receipt and installation of the
spring riders could be accomplished prior to mid-summer.

Enclosed for your information is the note from the resident at 5220 - 155th Lane N.W.

Recommendation:

Staff recommends that the ~inance Committee direct Staff to purchase two spring riders with funds
from charitable gambling receipts.

Committee Action:

Based upon discussion.

Reviewed by: Copies also distributed to:

Dictated but not read by the Parks/Utilities Coordinator
City Administrator

Finance Officer

FC:05/25/93
