PRIORITY CRITERIA <br /> <br />The degree to which the proposed project fulfills the intent of the ISTEA. <br /> <br />The County Road #116 alternative transportation corridor represents the <br />very essence of the intent and goals of ISTEA. <br /> <br />Both the Cities Anoka and Ramsey have been progressive leaders in planning and <br />implementing bikeways and walkways. This project, with its improved transportation, <br />enhanced safety, and beautification elements, fulfills the alternative wansportation needs of <br />this growing area by providing the critical link to the existing significant capital <br />expenditures. <br /> <br />This quality enhancement project will: <br /> <br />Promoting energy efficiency by reducing single occupant vehicles and by <br />further promotion of economical and sustainable travel. <br /> <br />Encourage and facilitate economic competitiveness by reducing the expenses <br />of local travel, thereby fostering sustainable growth and employment and <br />encouraging continued educational pursuits. <br /> <br />Enhance and sustain environmental quality by reducing adverse environmental <br />effects associated with increasing vehicular traffic and will provide enhancements of <br />aesthetics as well as ecological continuity through d/verse landscaping of Highway <br />#116's view shed. <br /> <br />By maintaining mobility, creating jobs, and enhancing the integrity of the local <br />communities, the beneficiaries of this project, the Northwest Metropolitan Area, will be <br />effective and viable participants in the national economy. <br /> <br />Funding of this project results in a comprehensive and complete on and off road <br />bikeway/walkway system comprising of 25.6 miles. The project cost includes a <br />contribution of ISTEA funds in the amount of $113,244 and a local contribution of <br />$t13,244. This results in a project cost per mile from ISTEA of $43.555. Further, the <br />entire project cost of $226.488 completes the 25.6 mile system at a cost of less than $8.900 <br />per mite. <br /> <br />This completed bikeway/walkway system will run adjacent to a Minnesota Department of <br />Natural Resources Type 3 protected wetland (Grass Lake) which will enhance the use and <br />visual appreciation of this natural area. For persons using this segment of off-roadway <br />transportation system, includ/ng those lraversing between residential neighborhoods an <br />elementary school, between residential areas, a high school and between two commercial <br />areas, this portion of the trail system is the most direct route which can be used between <br />these destinations. The entire 25.6 mile bikeway/walkway project, including <br />present components and ISTEA funded components, improves the <br />utilization and viability of several commercial, industrial and residential <br />areas. <br /> <br /> <br />
