o

Projects with components which have already been funded and/or
implemented from other funding sources, especially projects for which the
proposed Enhancements funded element would complete a larger project,
concept, or plan.

This project was initiated in 1981 when MnDOT funded a $59,000 bikeway/walkway
project parallel to State Trunk Highway g47, immediately south of the County Road gl 16
Alternate Transportation Corridor. This is but one of the connections the ISTEA
Enhancement funds will cause.

As noted above, this project includes use of other more recent completed components as
well. Included is the Highway #116 Bridge Project completed in 1991, an overpass over
Highway #116, an underpass under Highway #116, mud 25.6 miles of bikeway/walkway
completed by both public and private parties over the past several years within the
communities of Anoka and Ramsey.

The existing components of the bikeway/walkway system have been completed by
the Minnesota Department of Transportation, Anoka County, City of Anoka, City
of Ramsey, and private commercial and residential developers.

This project completes the final 2.6 miles of a 25.6 mile alternative
transportation system. This system connects five schools containing 7,083
studems and 528 employees; two industrial parks, retail developments, three MTC
transportation hubs, and residential subdivisions in the Anoka and Ramsey
Metropolitan Urban Service Area.

Projects which qualify in two or more of the ten categories of
Enhancements identified in the ISTEA and/or more than one of the three
groupings of these categories established for Minnesota's process.

This project address' the following three activities of the ten exclusive federal categories:

Provision of facilities for pedestrians and bicycles, including bikeway/walkway
construction, lockers, lighting and signage.

Acquisition of scenic easements and scenic or historic sites, including acquisition of
900 feet of Grass Lake's shoreland.

Landscaping and other scenic beautification, including 1.5 miles of
bikeway/walkway landscaping.

The proposal assists in historic preservation resulting from the bikeway/walkway
construction adjacent to the 1892, one room, school house, (the oldest existing in
Anoka County and on the National Historic Register).

This project also accomplishes two of the three Minnesota:

Pedestrian and bicycle facilities.

Scenic and environmental.

6
