Projects which have already gone through a statewide or regional project <br />priority setting process. <br /> <br />In 1981, MnDOT funded a $5%000 bikeway/walkway project parallel to State <br />Trunk Highway g47 and immediately south of the County Road #116 Alternate <br />Transportation Corridor. This is but one of the connections the ISTEA <br />Enhancement funds will cause. <br /> <br />The Highway # 116 vehicular Rum River crossing received state-wide and regional <br />priority resulting in the 1991 completion of the bridge and overpass and resultant <br />connections of the Cities of Anoka, Ramsey and Andover. Because this project <br />consists of a series of transportation linkages to existing components, the project <br />can also be considered underfunded to the extent that a $165,000 pedestrian <br />overpass and four separate fenced and concrete walk/bikeways are in place but are <br />missing the critical connections that ISTEA Enhancements will provide. <br /> <br />The County Road #116 Alternative Transportation Corridor was accepted and <br />reviewed by the Metropolitan Council's Surface Transportation Program review in <br />1992. The project ranked in the upper half of those submitted but financial <br />constraints did not allow for the project funding. Since that submittal, the project <br />has been enhanced by project expansion, landscaping, lighting and by the historic <br />preservation component. <br /> <br />Trunk Highway #47 is the principal north/south arterial running through the entire <br />community of Ramsey and connecting Rarnsey with downtown Anoka. County <br />Highway #i 16 runs the entire length of the Anoka/Andover border and traverses <br />east into Coon Rapids and Blaine. Plus, from Trunk Highway g47, both north and <br />south of the intersection with County Highway #116, is scheduled for a Minnesota <br />Department of Transportation roadway and intersection improvement in 1994. <br />This improvement will accommodate right-of-way for the <br />bikeway/walkway project found in this proposal. Completion of the <br />County Road #116 Alternative Transportation Cooridor will promote, <br />demonstrate, and facilitate sustainable transportation in the <br />Northwest Metropolitan Area. <br /> <br />Projects which demonstrate more than a local impact or benefit. <br /> <br />The residents and commuters within the communities of Andover, Anoka and <br />Ramsey will directly benefit by the County Highway #116 alternative u'ansportation <br />corridor funded by this project. The projected area of benefit includes those <br />utilizing the transportation link along County Highway #116 linking the Enterprise <br />Industrial Park and the Gateway North Industrial Park to the River's Bend <br />Commercial Area, the City of Anoka Highway Commercial Area, the Anoka <br />Metropolitan Transit Commission Park and Ride Lot, the Anoka Senior High <br />School, and adjacent public and private uses. <br /> <br />This project will provide a bikeway/walkway component assisting the connection of <br />Trunk Highway g47 and County Highway #5 with County Highway #116. The <br />result will be linking all of the above five multi-modal components with several <br />subdivisions, elementary schools and another commercial district, in addition to <br />three fall3, accessible American Disabil/ties Act compliant park developments within <br />the City of Ramsey. This project will provide accessibility to these parks and to the <br />communities of Anoka and Andover. In addition, the bikeway/walkway project <br />will accommodate accessibility to several other local and regional parks and the <br />Anoka County fairgrounds. <br /> <br />7 <br /> <br /> <br />
