CASE

CITY ENTRANCE SIGNAGE
By: Ryan Schroeder, City Administrator

Background:

At a recent meeting, Council was informed of a proposal which can result in the installation
of a quality entrance sign for eastbound traffic at the intersection of 153rd Avenue N.W.
and T.H. Highway #10. The proposal is a joint venture between Glenn Rhebein Inc., The
Northfork Links and the City of Ramsey resulting in a "Welcome to Ramsey" sign for the
eastbound traffic and an identification sign for The Northfork Links for westbound traffic
at the aforementioned intersection. As you know, the Economic Development Commission
has been working on the issue of entrance signage for quite some time. Therefore, at its
work session of May 18, 1993, Staff. brought renderings of the proposed entry sign to the
EDC for review. The EDC did not have a quorum at this meeting but the members present
did discuss the issue and met with Dennis Peck of Northfork and offered suggestions for
improvement of the rendering that was presented at that meeting. The individuals present
suggested that they did not have major difficulty with the concept nor did they have major
difficulty with the design of the sign.

Attached for your review is a resolution which had been drafted prior to the Economic
Development Commission meeting discussing the unique features of this proposal and
addressing why this proposal could stand as an exceptional circumstance above other sign
requests which may appear before the Council in the future. It was suggested at this
meeting that rather than a resolution what was necessary was a written agreement between
the parties which addressed issues such as maintenance more fully and specifically. The
concept, however, which is outlined in the resolution is that the City of Ramsey would
realize an entry sign at a cost no more than $3,000 or 30% of the actual costs whichever is
less. l::urther, that the ground maintenance would be provided for by the owners of the
golf course. If Council is comfortable with the concept and the location of the signage, it is
requested that you designate $3,000 toward construction of the sign. l~urther, if Council is
in fact comfortable with the ideology here, it is recommended that Council move on the
action this evening as well so that the sign can be constructed prior to the Burnett Senior
Open qualifying rounds on June 14, 1993.

Committee Action:

Based upon discussion.

Reviewed by: Copies also distributed to:
City Admirdstrator Finance Officer
FC: 05/25/93
