CASE <br /> <br />1993 PARKS CAPITAL IMPROVEMENTS PROGRAM <br /> By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />During the May 12, 1993 Council Goals Workshop, we reviewed the 1993 to 1998 <br />proposed capital improvements for streets, parks, utilities and municipal buildings. During <br />this discussion, the Staff expressed that it was important to get Council affirmation on the <br />1993 parks improvements in order to initiate construction projects. Enclosed is the <br />expenditure summary for 1993 which includes the proposed park improvements. You will <br />note that from the Park Trust Fund, there are projects listed for the Emerald Pond Park, the <br />Rivenwiek Park and Trail and the Amber Ridge Trail. As mentioned at the Goals <br />Workshop, it is intended within all three of these and future park trust funded <br />improvements that as dedication revenues come in, those payments will be allocated to the <br />neighborhood park in question, It follows then that ff payments are not received, the <br />improvement does not occur. <br /> <br />You are all familiar with the Emerald Pond Park development which was initiated in 1992. <br />It is expected that this will continue this year with the installation of the bridge to the island, <br />initiation of picnic areas and the ball field development, as well as completion of the <br />parking lot pavement which was delayed in 1992 to allow for settlement of the base prior to <br />paving. Within the Rivenwick Subdivision, you will recall that the Rivenwick Developers <br />and the City are jointly paving the trail that is initiated in the municipal park at the comer of <br />Riverdale Drive N.W. and Garnet Street N.W., running south to the river and then west to <br />the Anoka County Mississippi West Regional Park Facility. The trail grading was initiated <br />in 1992 and paving will be occurring shortly. The Developers have recently completed <br />grading of the ball field ama within the park facility and it is expected that the City will be <br />installing the backstop for the ball field You will also recall that the City gained a <br />Department of Natural Resources ReLeaf Grant in order to provide for tree planting within <br />that subdivision. While this is in fact a capital improvement to the Rivenwick Subdivision, <br />that particular improvement has not been shown in the draft capital improvements program <br />for the City of Ramsey. We are continuing to work with the Developer on location and <br />type of park improvements and it is expected that we may have an opportunity to provide <br />for some improvements along the riverbank. Within the Amber Ridge Subdivision, we <br />show $76,875 for trail improvements from the Park Trust Fund. You will recall, however, <br />that these revenues will not actually flow through the City in that as pan of the <br />Development Agreement, the Developer is obligated to consumct the trail system from the <br />south end of his plat, north through the Juniper Woods and Gorham Sandy Acres plats to <br />153rd Avenue N.W. <br /> <br />The parks improvement plan shows $12,700 as a Municipal State Aid funded improvement <br />for the River's Bend sidewalk. Recently the Council dealt with the feasibility study for <br />River's Bend 3rd Addition. It was noted at that time, within the feasibility study, that <br />sidewalk would be installed as an MSA project as pan of that subdivision. Included is the <br />north/south sidewalk along Xkimo Street N.W. Included as well is the sidewalk <br />connection from the intersection of Xldmo Street N.W. with 142nd Avenue N.W. east to <br />the River's Bend Park entrance. <br /> <br />It was also mentioned during the Goals Workshop that Staff is requesting an allocation of <br />$3,000 per year from the charitable gambling fund toward miscellaneous park <br />improvements. It is intended that these park improvements will be those smaller <br />improvements not considered within the capital improvements program but for which a <br /> <br />3 <br /> <br /> <br />
