Twenty is about thc normal number of extras he brings in each year to allow for emergency <br />purchases by dcparuncnts. <br /> <br />While the Ramsey Police Department has no emergency, I believe we should give thought <br />to the likelihood of significant price increases on 1994 cars. If that increase tums out to be <br />$2,000 per car, and that increase comes barely four months after the opportunity to buy at <br />1993 prices passes, we will have forfeited the entire cost of completely setting up new <br />squads, which is very close to $2,000 per car. One additional benefit to purchasing two <br />additional cars now would be to delay until 1996, or after, the need to consider new radar <br />equipment for cars. <br /> <br />Council should note that thc attached roiling stock replacement schedule shows purchase of <br />a new administrative staff car [for building inspections] in 1994. This is because all but <br />three of the existing seven vehicles are high mileage. Trading down of S- 1 and S-2 at this <br />t/me will avoid this proposed purchase in that the squads will not exceed 100,000 miles this <br />summer and thus are good staff cars, At the expected m/d- 1994 mileage, staff would not <br />be comfortable that the same continues to be true. <br /> <br />Advantages <br /> 1. <br /> <br /> 2. <br /> 3. <br /> <br />Provides replacement of 1994 scheduled squads at lower mileage, <br />thus higher safety levels. <br />Provides replacement of 1994 scheduled squads at lower cost than <br />will be experienced ff replaced in 1994. <br />Provides opportunity to use existing squads as Administrative <br />vehicles due to lower mileage, thus awards purchase of new <br />vehicles in 1994 <br />Provides opportunity to eliminate four existing high mileage <br />Administrative vehicles form the fleet (net of two). <br /> <br />Disadvantages <br /> 1. <br /> <br />WiLl create potential to move up squad replacement schedule by one <br />year so that the 1994 squads (purchased in 1993) may be requested <br />for replacement in 1995. <br />New squads will not have the air bag safety features of 1994 <br />squads. <br /> <br />As of December 31, 1992, the Equipment Replacement Fund has the following balances <br />[includes administrative vehicles to be retired]: <br /> <br />S-1 (V #1325) <br />S-2 (V #1326) <br />701 (V # ) 1980 Chevrolet Matibu <br />703 ('V gO) 1987 Chevrolet Caprice <br />705 (V #546) 1986 Ford Crown Victoria <br />706 (V #531) 1985 Ford Crown Victoria <br /> <br />$14,300 <br />14,288 <br /> - 0 - <br />12,182 <br />10,848, <br />' 10.948. <br />$62,566 <br /> <br />After transfer of S-1 and S-2 to Administrative Services, there is $33,978 [plus trade in or <br />resale] available within the fund for this proposal. <br /> <br /> <br />
