The policies shall be designed to <br />equalize costs of land throughout the Watershed. <br /> <br /> Subdivision 11. Pollution Control and Water Quali~y. The <br />Commission shall have the authority and responsibility to protect and <br />improve water quality in the Watershed as this is one of the main purposes <br /> <br />set forth in the Su~ <br /> ~ace Water ~anagement Act. All member governmental <br /> <br />units agree that they will refuse to allow the drainage of sanitary sewage <br />or industrial wastes onto any lands or into any watercourse or storm sewer <br /> <br /> _ ~ .... ssippi Rive . The Board may <br />draining into the Rum River or <br /> <br />investigate on its own initiative and shall investigate upon petition of <br />any member all complaints relating to pollution of surface water or <br />groundwater draining to or =Zfecting-z the Rum River or ~he~ ~ississimDi River <br />or their tributaries. Upon a finding that the creek or surface waters or <br />groundwater are being polluted, the Board shall order the member <br />governmental unit to abate this nuisance and each member agrees that it wi!! <br />take all reasonable action available to it under the law to ailev~ate the <br />pollution and to assist in protecting and improving the water quality of <br />surface water and groundwater in the Watershed. <br /> <br /> Subdivision 12. Local Water Management Plans.
