FIL£ OPY <br /> <br />JOINT PO~ERS AGREEMENT TO ESTABLISH THE LOWER <br />RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br /> <br /> This Agreement entered, into as of the date of execution by <br />and between the Cities of' <br /> <br /> Andover <br /> Anoka <br /> Coon Rapids <br /> Ramsey <br /> <br /> for the establishment of a watershed management organization. <br /> <br /> WHEREAS, the municipalities to this Agreement have authority <br />pursuant to Minnesota Statutes 471.59 to jointly or cooperatively <br />by agreement exercise any powers common to the contracting bodies <br />pursuant to 473. 877; and., <br /> <br /> WHEREAS, the cities bound into this Agreement desire to <br />prepare a surface water management program for the purpose of <br />management of the programs required by Secs. M.S. 473.875 to <br />473.883. <br /> <br /> NOW, THEREFORE, the parties to this Agreement do mutually <br />agree as follows' <br /> <br />CITY OF ANDOVER <br /> <br /> SECTION 1 <br /> <br /> General Purpose <br /> <br /> 1. 1 It is the .general purpose of the parties to this <br />Agreement to establish an organization to jointly and <br />cooperatively develop a Watershed Management Plan and a Capital <br />Improvement Program for the following purposes: To preserve and <br />use natural water storage and retention systems in order to (a) <br />reduce to the greatest practical extent the public capital <br /> <br />A-1 <br /> <br /> <br />
