expenditures necessary to control excessive volumes and rates of <br />runoff; (b) improve water quality; (c) prevent flooding and <br />erosion from surface flows; (d) promote groundwater recharge; (e) <br />protect and enhance fish and wildlife habitat and water <br />recreational facilities; and (f) secure the other benefits <br />associated with the proper management of surface water. <br /> <br /> SECTION II <br /> <br /> Lower Rum River Watershed Management Organization <br /> <br /> 2.1 Establishment: There is hereby established the "Lower <br />Rum River Watershed Management Organization" whose membership <br />shall be appointed in accordance with the provisions of this <br />section, whose duties shall be to carry out the purposes <br />contained herein and the boundaries of which are shown in <br />Appendix B which is attached hereto and incorporated herein by <br />reference. <br /> <br /> The Rum River Watershed Management Organization, hereinafter <br />referred to as the "Organization," shall be constituted as <br />described in Section 2.2. <br /> <br /> 2.2 Membership Appointment: The governing body of each <br />party to this Agreement shall appoint one representative to serve <br />as a member of the Organization. Each member shall have one <br />vote. Membership on or representatives to the Organization shall <br />be evidenced by resolution of the governing body of each party, <br />filed with the Organization. <br /> <br /> 2.3 Term: The members of the Organization shall not have a <br />fixed term but shall serve at the pleasure of the governing body <br />of the party appointing such member to the Organization. <br /> <br />A-2 <br /> <br /> <br />
