CASE # 4

1993 WAGES AND BENEFITS FOR LELS
BY: Kay McAIoney, Personnel Coordinator

Background:

On February 8, 1993 staff received notification from the LELS Union Steward that the LELS
bargaining unit is ready to negotiate the 1993 contract. At that time we were given the Union's
Opening Position, which is attached for you to review. The cost of their opening position is:

$21,846.00 Wages $3,680.00 Benefits

This represents a 7.12% increase in payroll and a 7.63% increase in personnel, which is detailed
on the attached exhibit entitled 'Cost of the LELS Union Opening Position'. Also attached is a
copy of comparisons for Stanton Group Five cities for wage rates, insurance, uniform allowance,
and number and recognized holidays. Cities with populations between 10,000 and 20,000 are
designated with a "*"

STANTON LELS COMPARISON 2/26/93

Group
10,000 - 20,000 Cities
Stanton Cities Group 5
Ramsey
Ramsey Benefit Equivalent *

Monthly Wage and Benefit Cost

1992 1993
$3424.93 $3570.31
$3463.29 $3603.93
$3466.08 **$3481.08+
$3529.44 **$3544.38+

Ramsey Benefit Equivalent speaks to the parity received by single benefit employees for the
medical employer contribution. In 1992, because three employees are on single medical (2
Group Health, 1 Medica) the $250 employer contribution has a value of $313.36 if single
benefitted employees received only single premium coverage. For 1993 the $265
contribution has a value of $328.30.

For 1993 it is assumed that the benefit level is a given at $265 per month (value of $328.30
- see above). Any wage increase would be in addition to the numbers shown. The spread
between Ramsey and cities with populations between 10,000 and 20,000 ranges therefore
(before wage increase) are between 0.73% and 2.56%. Between all of Stanton Class Five
the differential increases to between 1.65% and 3.41%.

Recommendation:
Based on discussion.

Council Action:
Based on discussion.

Review Checklist:

City Administrator
Personnel Coordinator

NC: 3/2/93

gl
