desireable to adjust the boundary between Lots 3 and 4 so that the trail <br />would align as closely as possible with the right-of-way for 149th Sn'eet on <br />the west side of County Road #5. <br /> <br />~ At the present time, a 15 inch storm sewer has been extended <br />up to the eastern boundary of the plat. This storm sewer will be adequate to <br />serve as an overflow control structure from the existing wetland on the <br />property. Ail drainage from the residential development and the right-of- <br />way of County Road #5 should be channeled to the wetland.. The <br />preliminary plat should also address the requirements of the Wetlands <br />Conservation Act of 1991 by delineating the extent of the existing wetland <br />and proposing a wetland mitigation and replacement plan. Wetland <br />mitigation could take the form of ponding areas on both sides of the <br />pedestrian trail that would serve as buffers between the public use area and <br />the private uses on Lots 3 and 4. <br /> <br />Park Dedication: Based on City Code, the amount of park dedication <br />due on a resubdivision is based on the current requirement per unit for the <br />new lots created, which in this case would be 3 new lots x $500.00 each or <br />$1,500.00. The plat has been reviewed by the Park and Utilities <br />Coordinator and it has been suggested that park dedication be satisfied by <br />dedication of a 35 foot wide strip of park land be~,een Lots 3 and 4 for trail <br />purposes and construction of an 8 foot wide bituminous path within that <br />park. (This 35 foot wide strip of park land would also accommodate the <br />installation of utilities.) The value of this land dedication and constructed <br />improvement will then be credited towards the $1,500.00 due. Any <br />remaining park dedication due would be satisfied by a cash payment. This <br />recommendation will be placed before the Park and Recreation Commission <br />on January 14, 1993 for confirmation. <br /> <br />The Ramsey Planning and Zoning Commission will be meeting at 7:30 p.m. on <br />Tuesday, January 5, 1993 to consider your request for sketch plan approval of <br />Ramsey Commons 2nd Addition.
