PARKS CAPITAL IMPROVEMENTS PROGRAM <br /> By: Ryan Sehroeder, City Administrator <br /> <br />Background: <br /> <br />During the May 12, 1993 Council Go/ts Workshop, we reviewed the 1993 to 1998 <br />proposed capital improvements for streets, parks, utilities and mumcipaJ buildings. During <br />this discussion, thc Staff expressed that it was important to get Council a.ffLrmation on the <br />1993 parks improvements in order to initiate construction prqiects. Enclosed is the <br />expenditure summary, for 1993 which includes the proposed park improvements. You will <br />note that from the Park Trust Fund, there are prqiccts hsted f~ the Emerald Pond Park, thc <br />Rivenwick Park and Trail and the Amber Kidge Trail. As mentioned at the Goals <br />Workshop, it is intended within all three of these and future park trust funded <br />improvements that as deddcation revenues come in, those payments will be allocated to the <br />neighborhood park in question, It follows then that if payments arc not received, the <br />improvement docs not occur. <br /> <br />You are all familiar with the Emerald Pond Park development which was initiated in 1992. <br />It is expected that this will continue this ye. ar with the mstallation of thc bridge to thc island, <br />initiation of picnic areas and the ball field development, as well as completion of the <br />parking lot pavement which was delayed in t992 to allow for settlement of thc base prior to <br />paving. Within thc Pdvenwick Subdivision, you will recall that thc Pdvcnwick Developers <br />and the City arc jointly paving the trail that is imuated in the municipal park at the comer of <br />Kiverd~}e Drive N.W. and Garnet Street N.W., nmnmg south to the river and then west to <br />the Anoka Count), Mississippi West Regional Park 1%ciliD'. The uae grading was initiated <br />in 1992 and paving will be occm'nng shortly. '1'ne Developers have recently completed <br />grading of the bail field area within the park facility, and it is expected that the Oiry will be <br />inst~]~mg the backstop for the ball field You will atso recall that the City gained a <br />Depaxtment of Natural Resoumes ReLcaf Grant in order to provide for tree planting within <br />that subdivision. While this is in fact a capital improvement to thc Kivenwick Subdivision, <br />tha~ particular ~mprovement has not be~n shown in the th-a~ capitol improvements program <br />for the City of Rnrn~ey. We are continuing to work with the Developer on location and <br />type of park improvements and it is expected that we rn~y have an oppormmry to provide <br />for some im~)rovements along the riverbank. Within the Amber P,.idge Subdivision, we <br />show $76,g73 for trail improvements from the Park Trust ]::un& You will reca.I1, however, <br />that these revenues will not acmally flow through the C~ty in that as part of the <br />Development Agreement, the Developer is obligated to construct the trail system from the <br />south end of his plat, north through the JuMper Woods and Gotham Sand), Acres plats to <br />l$3rd Avenue <br /> <br />The parks improvement plan shows $12,700 as a Municipal State Aid fundeA improvement <br />for thc River's Bend Sidewalk Rceentty thc Council dealt with the feasibility study for <br />P, Jver's Bend 3rd Addition. It was noted at that t~me, within the f~asibiEry stud),, that <br />sidewalk would be installed as an MSA project as part of that.subdivision. Included is the <br />north/south sidewalk along Xkimo Su'eet N.W. Included as well is thc sidewalk <br />connection from thc intersection of XIc~mo Street N.W. with 142nd Avenue N.W. cast to <br />thc Pdvcr's Bend Park cnu-anc¢. <br /> <br />h was also mentioned during the Goals Workshop that Staff is re~.uesfi.ng an allocation of <br />$3,000 per year from the charitable gambling fund toward miscellaneous park <br />improvements. It is intended that these park improvements will be those smaller <br />improvements not considered within the capital improvements program but for which a <br /> <br /> <br />
