PARKS CAPITAL IMPROVEMENTS PROGRAM By: Ryan Sehroeder, City Administrator Background: During the May 12, 1993 Council Go/ts Workshop, we reviewed the 1993 to 1998 proposed capital improvements for streets, parks, utilities and mumcipaJ buildings. During this discussion, thc Staff expressed that it was important to get Council a.ffLrmation on the 1993 parks improvements in order to initiate construction prqiects. Enclosed is the expenditure summary, for 1993 which includes the proposed park improvements. You will note that from the Park Trust Fund, there are prqiccts hsted f~ the Emerald Pond Park, thc Rivenwick Park and Trail and the Amber Kidge Trail. As mentioned at the Goals Workshop, it is intended within all three of these and future park trust funded improvements that as deddcation revenues come in, those payments will be allocated to the neighborhood park in question, It follows then that if payments arc not received, the improvement docs not occur. You are all familiar with the Emerald Pond Park development which was initiated in 1992. It is expected that this will continue this ye. ar with the mstallation of thc bridge to thc island, initiation of picnic areas and the ball field development, as well as completion of the parking lot pavement which was delayed in t992 to allow for settlement of thc base prior to paving. Within thc Pdvenwick Subdivision, you will recall that thc Pdvcnwick Developers and the City arc jointly paving the trail that is imuated in the municipal park at the comer of Kiverd~}e Drive N.W. and Garnet Street N.W., nmnmg south to the river and then west to the Anoka Count), Mississippi West Regional Park 1%ciliD'. The uae grading was initiated in 1992 and paving will be occm'nng shortly. '1'ne Developers have recently completed grading of the bail field area within the park facility, and it is expected that the Oiry will be inst~]~mg the backstop for the ball field You will atso recall that the City gained a Depaxtment of Natural Resoumes ReLcaf Grant in order to provide for tree planting within that subdivision. While this is in fact a capital improvement to thc Kivenwick Subdivision, tha~ particular ~mprovement has not be~n shown in the th-a~ capitol improvements program for the City of Rnrn~ey. We are continuing to work with the Developer on location and type of park improvements and it is expected that we rn~y have an oppormmry to provide for some im~)rovements along the riverbank. Within the Amber P,.idge Subdivision, we show $76,g73 for trail improvements from the Park Trust ]::un& You will reca.I1, however, that these revenues will not acmally flow through the C~ty in that as part of the Development Agreement, the Developer is obligated to construct the trail system from the south end of his plat, north through the JuMper Woods and Gotham Sand), Acres plats to l$3rd Avenue The parks improvement plan shows $12,700 as a Municipal State Aid fundeA improvement for thc River's Bend Sidewalk Rceentty thc Council dealt with the feasibility study for P, Jver's Bend 3rd Addition. It was noted at that t~me, within the f~asibiEry stud),, that sidewalk would be installed as an MSA project as part of that.subdivision. Included is the north/south sidewalk along Xkimo Su'eet N.W.
