This may result in eliminating Lots 1 and 2 and 31 and 32 of Block 2 <br />and adding this ama to the multi-family zone. Access to thc commercial Lot 34 should also <br />be considereai An increase in traffic volume on either of the County roads m~y result in a <br />median preventing left mm ingress and egress. <br /> <br />The plat has been designed with 142nd Avenue N.W. as a through street into CeAar Hills <br />2nd Addition in accordance with Staff's recommendation. As a result of commen~ made at <br />the time of sketch plan review by the Planning and Zoning Commission, the northern tier <br />of the plat has been redesigned with cul-de-sacs to lessen the density, of urban lots that' <br />would back up to the 1 acre rural lots in Hunter's Hill. All of the cut-de-sacs in the plat am <br />in compliance with the maximum length restriction of 600 feet, <br /> <br />~; De. cUcarion. The plat will be reviewed-t%, the Park and Recreation Commission at their <br />regular meeting in October. At the time of sketch plan review, it was the consensus of the <br />Park Commission that the majority of park dedication for Sunfish Square will consist of a <br />cash payment. <br /> <br />Landsca?~ Plan: City Code now requires all subdivisions to submit a landscape plan. In <br />accordance with City Code and the policies established by the Park and Recreation <br />Commission, the landscape should inctude a tree preservation plan and provide for the <br />planting of one two-inch diameter nee on each lot. Ad~rionalty, the landscape plan should <br />provide a landscaped berm to buffer single family tots from County Road #116 and County <br />Road #57. <br /> <br />Pedestrian Transportation Route~ (Sidewalks).: When the Park Commission reviewed the <br />plat in June, they also made recommen~tions for sidewalks along Count3, Road #116, <br />County Road #57, the north side of 142nd Avenue and the west side of Vanaci/um Street <br />N.W. With the modifications to street layouts since sketch plan, the recommendation in <br />Item ,g4 above for access to the multi-family zone from interior streets, and anticipated <br />comments from the Anoka County Highway Depa.rrment, it is expected the Park <br />Commission will modify their recommendations somewhat when they review the <br />preliminary plat at their regular meeting in October. The intent of these sidewalks is to <br />prmride safe pedestrian access To commercial and recreational destinations. The costs <br />associated with providi.ng these sidewalks are not eligible for park ded.icarion because they <br />are u'anspormtional issues and not a part of the City's plarmed tra.il system. <br /> <br />Wetlands: There are no wetlands affected by the pro. posed development. <br /> <br />Drainage ~n~ Orating Plan: The sn-eet grades are acceptable. Care should be taken to <br />ensure proposed grades match adjacent development in the ex/sting subcSv/sions to the east <br />and north. The grades presented do not extend sufficiently into these adjacent areas to <br />make a demrm~nafion. Where low, adjacent yards on the north exist, grad_ing should be <br />modified to rn~imi×e the area draining to these yards. <br /> <br /> <br />
