While all of <br />these concerns may be addressed at the time of development, the City would have no <br />control over futura conditions. It is Staffs opinion that this parcel could be developed to <br />City standards by sacrificing one lot. <br /> <br />~: DNR Wetland # 114-P is located on the property. The ordinary high water level <br />(OHW) in indicated to be 858.1 feet. Any work which changes the course, current or <br />cross section of this wetland will require a DNR Protected Waters Permit. This project <br />should be reviewed by the Lower Rum River Water Management Organization <br />(LRRWMO) for compliance with their standards. <br /> <br />Streets: The plat has been designed with the extension of Kx~ton St. N.W. from Wood <br />Pond Hills into Chestnut Ridge. The extension of Krypton St. into Chesmut Ridge <br />exceeds the 600 foot maximum cul-de-sac length by approximately 400 feet, exclusive of <br />the private driveway that then extends off the end of the cul-de-sac. Given that the subject <br />property is surrounded on 3 sides by wetland, an over-extended cul-de-sac; appears to be <br />the only reasonable way to provide public access to this peninsula of high groun& <br /> <br />Grading and Drainage.'. The chief grading concern will be the protection of the surrounding <br />wetland fi.om erosion and sedimentation resulting fi.om the development. Silt fence has <br />been specified for selected areas. The LRRWMO will address the adequacy of the <br />proposed erosion control. <br /> <br />Drainage from the right-of-way is proposed to be concenn-ated for discharge at two points. <br />One is the existing catch basin at the end of Krypton-:Srreet N.W. in Wood Pond Iqills. A <br />second inlet is located between proposed Lots 8 and 9 which is proposed ro discharge into <br />a new sectimentafion pond. Staff is recommending piping the discharge from et'tis second <br />collection point to the existing catch basin and sedimentation pond. This will eliminate the <br />need to enter onto private property at a second location to maintain th. is extra sertimentation <br />basin. <br /> <br />P.ark Dedication: The preliminary plat will be reviewed by the Park and Recreation <br />Commission at their regular meeting in October. tt is anticipated that the park dedication <br />will consist of a cash payment in the amount of $620.00 per lot. <br /> <br />The Planning and Zoning Commission will be meeting at 7:30 p.m. on Tuesday, October 5, 1993, <br />to consider your request for prelimina.o, plat approval of Chesmut Ridge.
