MEMORANDUM

DATE:
CC:

FROM:
RE:

June 21, 1993

Sylvia Fmlik, Zoning Administrator

Ryan Sc~er, City Administrator
Steve lankowski, City Engineer
James Gromberg, Project Manager
Project File ~
Park and Recreation Commission

Mark Boos, Parks Utilities Coordinator

Sketch Plan Review of Sunfish Square

On Thursday, June 10, 1993, the Park and Recreation Commission reviewed the sketch plan of
Sunfish Square to pT6'gide planning guidance until the preliminm3, plat drawing is prepared and, in
part, because there will be no July meeting of the Park and Recreation Commission. The
foIiowing comments and recommendations were promulgated upon review of the sketch plan of
Sunfish Square. In addition, it was assumed that 143rd Avenue N.W. will extend west to Sunfish
Lake Boulevard N.W. and not be a cul-de-sac.

· There should not be public'access from the proposed multi-family area between single
family lots to 143rd Avenue N.W. or Vanadium Street N.W.

· A landscape berm should be considered between the aforementioned multi-family area
and the single family homes.

The proposed multi-family area should provide its own recreation for tots with Emerald
Pond Park serving the recreational needs of youth at a rime when they able to travel the
sidewalks on their own.

There should be sidewalks along the entirety of the north side of 143rd Avenue N.W.
and the west side of Vanadium Street N.W.

Additional road right-of-way may be necessary for a pedestrian transporrafional route
along County Road #116 and also County Road #57. This route is clearly
transportational and safety related (as evidenced by Federal Transportation funding for
walkway construction on County Road #I16, one mile east of Sunfish Square) and as
such would not be eligible for park dedication credit. Construction of said walkway
outside of Sunfish Square to points east or north to Hunters Hill would be eligible for
park dedication credit. Landscaping or beautification in conjunction with the pedesn-ian
route may be eligible. The walkway wilt provide access for residents of the multi-
family dwellings to collector streets which will, in turn, facilitate safe access to
recreational destinations. In addition, there are clear enhancements to commercial sites
in this area from bikeways/wa/kways.
